Job Summary

Summary

You will serve as an INFORMATION TECHNOLOGY SPECIALIST (INFOSEC/SYSADMIN) in the INFORMATION TECHNOLOGY DIVISION (CODE S109) for the NAVAL SHIP REPAIR FACILITY.

The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption.


Duties

  • You will coordinate a variety of complex and unusual security issues with ISD security officers for security vulnerability when there is not complete agreement on methods or procedures or objectives.
  • You will serve as network administrator with responsibility for defining and executing the total breadth of activity required to ensure the continuous availability of the organizations LAN.
  • You will develop and refine Internet services (e.g. Web sites list servers and FTP sites) and consults with program specialists in developing new services or enhancing existing services to expand current information dissemination capabilities.
  • You will adapt and implement systems diagnostic and maintenance tools to ensure the availability and functionality of systems required to support organizational objectives; and evaluates and recommends selection of new systems diagnostic tools.
  • You will plan and coordinate installation of new products or equipment (e.g. servers); works closely with customers to ensure seamless implementation; resolves installation problems; identifies and mitigates security vulnerability and risks.

  • This is an overseas position. You will be subject to and must be able to satisfy the overseas requirements of the 26Jul12 DODI 1400.25 V1230: position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas countrys laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • Within the Department of Defense (DoD) the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a Cyberspace Workforce position work role code 722/451 (INFO TECH SPEC) proficiency level (BASIC) the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • You will be required to complete training obtain and maintain a government credit card for travel and travel-related purchases.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

GS-12: One year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Applying principles and methods for Network support customer service support and Internet Support to ensure compliance with security requirements at the systems or LAN level.
2. Customer Service - Works with clients and customers (that is any individuals who use or receive the services or products that your work unit produces including the general public individuals who work in the agency other agencies or organizations outside the Government) to assess their needs provide information or assistance resolve their problems or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Defining client requirements for new and modified systems and coordinating system design implementation and support in response to client requirements.
3. Oral Communication - Expresses information (for example ideas or facts) to individuals or groups effectively taking into account the audience and nature of the information (for example technical sensitive controversial); makes clear and convincing oral presentations; listens to others attends to nonverbal cues and responds appropriately. IT-related experience demonstrating this competency include: Delivering e-commerce and e-Government products and services to internal and external audiences. Provides technical consultation to database developers in the development and implementation of Internet-enable databases.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives and to make recommendations. IT-related experience demonstrating this competency include: utilizing judgment in gathering sufficient data adapting techniques developing specifications and selecting utility programs and test data to accomplish specific projects.

In addition to your experience demonstrating the four competencies above your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience developing implementing and coordinating operations designed to ensure protect and restore complex IT systems services and capabilities;
  • Experience serving as a network administrator defining and executing complex network activities to support the continuous availability of an organizations local area network;
  • Experience developing and refining internet services; and
  • Experience installing and diagnosing and resolving complex system network or server issues.

Education

GS-11: In lieu of specialized experience you may qualify with the following education:

Successfully completed a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science engineering information science information systems management mathematics operations research statistics or technology management.

OR

Successfully completed 3 full years (54 hours) of progressively higher graduate level education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science engineering information science information systems management mathematics operations research statistics or technology management; or graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications systems or networks.

Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.
