Duties

Summary:
The purpose of this position is to be responsible for establishing policies and procedures and advising AF senior leaders on programs/issues encompassing the entire spectrum of voluntary education including Budget Base/MAJCOM Manpower issues Credentialing Transition Assistance Program Education Curriculum etc.

Duties:
1. Manages the Air Force Voluntary Education Program. Serves as the program expert for all activities involved in the planning direction operation control and coordination required in the administration of Air Force (AF) Voluntary Education (Vol Ed) Programs to include adult non-traditional voluntary continuing and higher education programs certification and licensure programs job skills training and apprenticeship programs and is a primary point of contact for policy development and analysis of service member and family issues related to assigned programs.

2. Develops/implements enterprise policies and procedures supporting AF Vol Ed Programs. Programs include Community College of the AF (CCAF) AF Credentialing Opportunities On-Line (AF COOL) Program and SkillBridge Program as well as all aspects of program management including counseling testing Military Tuition Assistance (MilTA) Veterans Affairs Education Benefits DANTES American Council on Education course reviews.

3. Serves as HAF Program Manager and Contract Officer Representative for the AF Automated Education Management System (AFAEMS) incorporating the AF Virtual Education Center Academic Institution (AI) Portal and Credentialing/ SkillBridge Provider Portal.

4. Exercises supervisory personnel management and provides counsel to employees regarding policies procedures and directives of management.

Qualifications

In order to qualify you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Professional and Scientific Positions to include the Individual Occupational Requirements (IOR) for the GS-1740 Education Services Series.

*Basic Requirement for GS-1740 Positions: A Bachelors degree (or higher degree that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. (For guidance counselor positions a college or university-sponsored practicum in counseling is also required):

In addition to meeting the basic requirement above to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13 or equivalent in other pay systems. Examples of specialized experience includes: 1) knowledge of all aspects of Voluntary Education programs (functions policies procedures practices concepts theories) to include MilTA CCAF GI Bill/Post-911 SkillBridge AFCOOL manpower and program objective memorandum cycles/ budgets; 2) mastery of a wide range of laws executive orders regulations policies directives instructions and thorough understanding of how regulatory programs are administered. This may include evaluating the content of new or modified legislation for projected impact upon the agencys programs or resources; 3) thorough knowledge of DoD DAF and Vol Ed policies and regulations and organizational structures missions and functions as well as how programs/projects interface with other program areas and HAF goals and objectives; 4) comprehensive knowledge of planning programming and budgeting regulations guidelines and processes contracting regulations and ability to interpret and analyze financial data for development of short/long term goals; 5) knowledge of qualitative and quantitative techniques for gathering analyzing and measuring the effectiveness and efficiency of Vol Ed programs; 6) knowledge of the DAF organizational structures to effectively implement policy and develop guidance standards and procedures that affect AF/USSF wide personnel (military civilians dependents retirees etc); 7) skill in formulating a broad framework of technical administrative and managerial policies plans and legislative directions funding issues and policy changes to determine the impact of changes for the DAF; 8) skill to negotiate effectively with management to accept and implement recommendations when the proposals involve substantial resources and/or may require extensive modifications to program documents or established procedures.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge skills abilities and/or competencies in the following areas:
1. Professional knowledge in adult higher education trends theories and practices including knowledge of statutes executive orders regulations and directives especially as they relate to the Voluntary Education program.

2. Knowledge and skill in interpreting policies/regulations; gather assemble and analyze facts draw conclusions devise solutions and identify trends for development of annual and long-range strategic planning. Decisions will often be made based on vague uncertain or asynchronous information.

3. Skill in communicating effectively both orally and in writing.

4. Ability to provide advice and counsel in the development and implementation of multi-level higher education programs including post-secondary academic programs credentialing and transitioning service members.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience including volunteer work done through National Service Programs (i.e. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.
