Join the team that supports Edmontons financial sustainability and essential services. As the Supervisor of Tax Collection and BIA you will lead a specialized group responsible for securing over 60% of the Citys annual operating revenue. This role is a unique blend of high-level financial stewardship and hands-on people leadership. Youll be the go-to expert for navigating provincial legislation and municipal bylaws while directly mentoring a team of five to ensure the accurate collection of over $2B in municipal tax and nearly $5M across 13 Business Improvement Areas. What will you do

  • Actively prioritize delegate monitor and analyze tax collection activities as dictated by complexity amount of debt and other considerations
  • Develop work plans to ensure critical tax collection timelines both operational and legislative are met
  • Review and approve the appropriateness of field visits to collect taxes on unpaid accounts
  • Ensure proposed tax arrears payment plans are reasonable meet legislated standards and minimize risk to the corporation
  • Ensure property tax and BIA payments made by taxpayers are applied to tax accounts in accordance with legislation and internal policies and procedures
  • Actively prioritize delegate monitor and evaluate BIA account administration activities
  • Ensure the BIA assessment roll is maintained in a timely and accurate manner in order to meet legislated timelines for annual and supplementary BIA assessment and tax notices
  • Analyze data and financial trends including collection rates penalties and arrears etc
  • Ensure accounting transactions comply with internal accounting requirements and auditing standards and continually review and evaluate work processes to identify opportunities for improvement or automated system changes that will increase the productivity and efficiency of the team
  • Liaise with Tax Policy Accounting and Customer Service teams to identify collections trends and develop internal and external strategies to enhance collections rates
  • Establish team objectives priorities and annual task plans
  • Establish team procedures and performance measures such as benchmarks and standards for tasks performed by the team
  • Bachelor or Applied Degree in Business Administration Accounting Commerce or similar
  • Minimum of 3 years progressively responsible experience and a minimum of 1 year of experience in a supervisory role within public sector property/business tax collections accounts receivable or a related area

Skills required for success:

  • Knowledge of International financial reporting standards generally accepted accounting principles and financial and auditing controls
  • Knowledge of assessment and taxation legislation and the interrelationships
  • Knowledge of and expertise in the application of accounting or financial systems that maintain financial data and reporting; advanced Google Sheets and/or Microsoft Excel expertise
  • Ability to maintain sustained attention to detail in checking and recording financial transactions
  • Conflict resolution negotiation and independent decision-making skills
  • Team building skills acquired through formal training and experience
  • Ability to establish and maintain effective relationships within and outside of the corporation
  • Knowledge of provincial legislation governing taxation and tax collection including the Municipal Government Act FOIP Land Titles Act Business Corporations Act
  • Bankruptcy and Insolvency Act Civil Enforcement Act
  • Proficiency in Google Workspace including Google Docs Google Sheets and GMail
  • Excellent written and verbal communication skills and ability to negotiate in difficult situations
  • Highly developed analytical and organizational skills acquired through training and experience
  • Knowledge of work methods practices and terminology as related to the work assigned
  • Knowledge of City policies and procedures and bylaws affecting the work assigned

The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.

Hours of Work: 33.75 per week

Salary Range: $43.573 - $54.439 (Hourly); $76764.73 - $95907.91 (Annually)
