Duties

As the Information Technology Specialist you will beresponsible for a wide range of functions to support the use of information technology in the Office of the Inspector General (OIG). Ensures that OIG complies with all legislative and regulatory requirements governing the use and development of Information technology (IT) within the OIG. You will perform a wide range of activities including preparing an IT budget procuring hardware and software planning implementing and administering OIG IT systems serving as the primary liaison for the OIG on all IT issues and providing expert IT advice to OIGs management and addition you will:

  • Independently administer the IT program for the OIG in compliance with applicable laws and regulations staying updated on IT policies directives and guidance from the NRC.
  • Manage the full systems development life cycle for OIG information systems analyze end-user requirements and validates system functional requirements. Also review existing systems for suitability and cost-effectiveness making improvement recommendations.
  • Develop Statements of Work for systems design and implementation.
  • Prepare documentation for compliance with legislation and regulations develop cost/benefit analyses system design specifications and codes.
  • Implement pilot programs and test new systems.
  • Write small programs in support of OIGs programs.
  • Perform system administration and maintenance activities.
  • Provide expert advice on performance measures and statistical data calculation.
  • Develop the IT budget monitors expenditure and procures hardware/software.
  • Maintain knowledge of technology trends and provides expert advice to management and staff.
  • Serve as the primary liaison for IT issues within the OIG and agency and coordinate with security personnel and contractors to implement and monitor computer security controls.
  • Perform ongoing systems administration functions identify vulnerabilities and assesses network performance for security problems. Also evaluate IT security events and takes corrective actions.

Requirements

    • You must meet the qualifications for this position by no later than 30 calendar days after the closing date of this announcement and before placement in the position.
    • Successful completion of a background investigation resulting in a Q clearance is required as well as the ability to maintain the Q clearance.
    • This position is covered and subject to prohibited securities rules.
    • This position requires the annual completion and filing of the Confidential Financial Disclosure Report (OGE-450).
    • This is a drug tested position.
    • U.S. Citizenship is required.

    Qualifications

    In order to qualify for this position you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

    SPECIALIZED EXPERIENCE is defined as experience which has enabled you to provide a wide range of services that support the use of information technology for a major program office to include ensuring compliance with all legislative and regulatory requirements; preparing an IT budget procuring hardware and software; managing the full systems development life cycle including planning analysis design implementation and maintenance; designing implementing and monitoring computer security controls; and communicating intricate ideas concepts and plans to non-technical staff and senior executives.     The ideal candidate will be able to demonstrate the following:

    1. Knowledge of the laws regulations and directives that affect the administration of an IT program and demonstrated ability to proactively manage an IT program for a major program office.

    2. Knowledge of the theories principles and techniques pertaining to computer security and the laws regulations and directives for the secure management of information systems.

    3. Knowledge of basic analysis and programming techniques required for development of projects for computer operations.

    4. Ability to analyze and solve problems through the use of computer processing of data.

    5. Demonstrated ability to determine applicable cost-effective enhancements and/or changes to major information systems.

    6. High degree of skill in written and oral communications in order to explain intricate procedures and present complex ideas concepts and plans to non-technical staff supervisors and executive level personnel.
