Job Summary

The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. The Compliance Program Manager is responsible for ensuring that contracted organizations meet all administrative programmatic fiscal and contractual obligations established by the Department of Youth and Community Development (DYCD) and City procurement regulations. This role requires a dynamic energetic individual who enjoys working both in the field and in an office setting. The Program Manager conducts site visits scheduled and unannounced and performs desk reviews to assess compliance monitor performance and provide direct guidance to organizations in need of support. Reports must be thorough and provide essential information based on the providers contractual obligations. The ideal candidate would thrive in a role that includes conducting frequent visits to provider program sites and administrative locations across all the neighborhoods of New York City. They will travel frequently to provider sites across NYS including outdoor program locations. They must also maintain professionalism in diverse settings. The successful candidate must be able to review and interpret complex contractual documents understand City procurement rules collaborate with the Contract development Team and Mayors Office of Contract Services (MOCS) stay informed about policy and regulatory updates and ensure all reports are accurately entered in DYCDs designated reporting systems. The Compliance Program Manager is also expected to defend findings before oversight entities including the Department of Investigation (DOI) when necessary. This position plays a key role in policy development staff training and ensuring the integrity transparency and accountability of contracted programs. The candidate will also participate in Contract processing as part of their staff development to ensure full knowledge of Discretionary contract and grant processes. They will also be expected to participate in RFP proposal reviews as necessary by the agency

Qualifications :

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least one year of experience as described in 1 above.
