The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water managing wastewater and storm water and reducing air noise and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country with nearly 6000 employees. DEPs water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the systems 2000 square mile watershed that extends 125 miles north and west of the City.
The Bureau of Engineering Design & Construction (BEDC) currently has a portfolio of capital projects valued at $35B and another $13.6B projected over the next 10-year commitment plan. The projects BEDC implements allows DEP as a whole to continue to operate and maintain an exemplary water supply system.
Our In-House Design (IHD) directorate provides design and engineering services to meet operations needs in a manner consistent with BEDCs core values of safety schedule quality and customer service. IHD supports projects from the capital project initiation process through preliminary design design procurement construction and finally with the turnover to operations. IHDs Design Services division includes Architectural Site Civil Structural Process Mechanical/HVAC Water Tunnel Mechanical Systems and Electrical discipline sections. Each design section prepares design and construction documents including engineering plans and specifications for the construction of water supply sewer and wastewater treatment infrastructure. IHD projects are typically of the highest priority for the Agency. IHDs Engineering Services includes the Quality Assurance Laboratory Services Specifications/Standard Operating Procedures Sustainability and BIM/CADD sections. The Engineering Services division focuses on projects sustainability resiliency laboratory material testing quality reviews and inspections standardization of documents project delivery standards and uses current BIM/CADD technology to streamline engineering design processes.
Under the jurisdiction of BEDCs IHD Division the Quality Assurance Section is responsible for the bureaus quality assurance program. The program ensures that all construction and engineering projects meet established quality standards for safety performance and regulatory compliance. This includes developing and enforcing manufacturing criteria defining and overseeing equipment testing procedures and conducting both shop-level and field-level verification of materials and installations. QA staff review specifications for compliance with internal and external standards monitor fabrication and assembly processes and ensure that all equipment undergoes rigorous testing prior to delivery. Once installed the QA Section supervises field testing to confirm that systems function as intended and meet design requirements. This role is critical to minimizing risk preventing costly rework and ensuring the long-term reliability and integrity of public infrastructure projects.
The Quality Assurance Section Manager will manage staffing assignments dealing with fabrication; welding casting fiberglass reinforced plastic (FRP) materials fasteners and painting systems are per approved specifications shop drawings and industry standards. The Construction contracts are for dam upgrades aqueduct rehabilitations wastewater treatment plants water supply improvements bridges roadways pumping stations or other miscellaneous infrastructure projects. The selected candidate reviews and approves basic and complex QA test procedures works with contractors project managers design engineers construction managers operating bureaus representatives and stakeholders. The selected candidate will also conduct reliable and skilled field condition surveys and will be responsible for producing accurate reports on physical observations. The selected candidate will conduct thorough reviews of contract documents codes and regulations and accurately compare project requirements to identify deficiencies. They will oversee and actively participate in field investigations to develop alternative approaches and solutions to meet project objectives.
They will coordinate and direct the implementation of QA assignments from capital project initiation through design construction and closeout of projects.
BEDC seeks to hire an Administrative Engineer M3 for IHDs Quality Assurance Section located in Queens NY. Under direction of the Deputy Director with broad scope for the exercise of independent initiative judgment the selected candidate will perform the duties of a Quality Assurance Section Manager. They will oversee a staff of personnel who are engaged with project development and execution. The selected candidate will be responsible for the development and mentoring of QA staff in their role as supervisor. The selected candidate will also be required to perform administrative functions including evaluations time and leave approvals workforce/staff planning and hiring processes.

Qualifications :
1. A valid New York State License as a Professional Engineer and six (6) years of full-time satisfactory experience in chemical engineering civil engineering electrical engineering environmental engineering mechanical engineering or plan examining work at least two (2) years of which must have been in an executive managerial or administrative capacity.
