Duties

ADDITIONAL INFORMATION: Administrative Investigators conduct investigations and inquiries and prepare reports in accordance with Agency and NGA Office of Inspector General (OIG) written guidance and established Council of Inspectors General on Integrity and Efficiency (CIGIE) standards. Additionally they function as the liaison with the Defense Criminal Investigative Service (DCIS) and other Federal investigative agencies and conduct fraud awareness and prevention briefings to selected NGA audiences.

This position is part of the OIG Investigations Division is non-supervisory and reports directly to the Deputy Assistant Inspector General for Investigations. This position requires an individual with professional knowledge and work experience in criminal fraud and administrative investigations or security/law enforcement/counterintelligence investigations or a legal background as well as a working knowledge of the Federal DoD and Intelligence Community structures functions and policies and comes highly recommended by current and former supervisors. The qualifying individual must have a strong ethical commitment to ensuring the integrity efficiency and effectiveness of NGA operations. The candidate must be able to work independently must have strong oral and written communication skills and the ability to work multiple projects some with short deadlines prioritizing as necessary to meet critical needs.

SPECIAL REQUIREMENTS:
You must be able to obtain and retain a Top Secret security clearance with access to addition you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information SAP or unescorted access to SCIFs.

Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report SF-714 on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information Information Systems SAP or unescorted access to SCIFs.


NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employees base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employees annual performance evaluation is a key factor in the performance pay process.

This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. DoD Components with DCIPS positions apply Veterans Preference to preference eligible candidates as defined by Section 2108 of Title 5 USC in accordance with the procedures provided in DoD Instruction 1400.25 Volume 2005 DCIPS Employment and Placement. Qualifications

MANDATORY QUALIFICATION CRITERIA: For this particular job applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Online resumes must demonstrate qualification by providing specific examples and associated results in response to the announcements mandatory criteria specified in this vacancy announcement:

1. Experience in conducting substantive administrative or procurement related investigations involving violations of law rule or regulation (for example experience in applying Federal statutory and regulatory standards pertinent to the conduct of fraud-related investigations or reviews).
2. Experience researching and interpreting laws rules and regulations.
3. Experience preparing comprehensive narrative reports of investigation documenting facts collected and documents reviewed.
4. Experience in taking testimony listening carefully and restating others statements.
5. Demonstrated ability to keep proprietary or confidential information secure and respecting appropriate confidences presenting factual information in an appropriate and helpful manner.

EDUCATION REQUIREMENT: A. Education: Bachelors degree from an accredited college or university in Business Administration Criminal Justice Criminology Police Science Political Science Psychology Sociology or a related field. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A plus professional investigative experience that demonstrates the ability to successfully perform the duties associated with this work. As a rule every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals to 4 years. -OR- C. Experience: A minimum of 4 years of professional investigative experience that demonstrates the ability to successfully perform the duties associated with this work.

DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications experience in the following is desired:

1. Experience with Inspector General oversight responsibilities and functions.
2. Knowledge of Federal sector investigative work and investigative methods and procedures.
3. Graduation from an accredited Federal sector criminal investigations basic training program.
4. Experience recording interviews.
5. Demonstrated proficiency with developing preparing and presenting informational programs - particularly related to fraud awareness and prevention; and/or planning and executing proactive investigative projects targeting fraud or similar misconduct.
6. Demonstrated skills in researching planning and executing contract and/or proactive identification of fraud-related projects to include ability to analyze and identify anomalies.
