THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a SUPPLY MANAGEMENT SPECIALIST (TITLE 32) Position Description Number D0883P01 and is part of the IL DOL National Guard.


Duties

As a SUPPLY MANAGEMENT SPECIALIST (TITLE 32) GS-2003-9/11 you will develop command logistics guidance and support
plans for federal and state missions.

Major Duties - This is NOT an all-inclusive list:

  • Formulate and implement the comprehensive logistics support plans policies and logistics operations support based on logistics data and requirements obtained from the Joint Force Headquarters (JFHQ) staff units USPFO NGB and other organizations.
  • Develop coordinate and implement policies procedures and requirements for unit deployment inter-service support agreements as approved by the USPFO emergency support for civil authorities training exercises support and environmental compliance.
  • Initiate equipment redistribution guidance.
  • Develop staff and implement logistics plans for material fielding mission support and mobilization.
  • Serve as the Information Systems/Automation Security Officer Physical Security Officer and Safety Officer for the directorate providing technical oversight throughout the shops and activities of the program.
  • Update Internal Management Control (IMC) Plan projecting 5 years into future for all DCSLOG/G4 branches or activities.
  • Analyze direct and provide command logistics guidance to support CTA/TDA/MTOE changes and turn-in of command excess equipment to the USPFO.
  • Consolidate all logistics readiness indicators to formulate an assessment of the command logistics readiness of the state.

    • This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement.     • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
    • Males born after 31 December 1959 must be registered for Selective Service.
    • Federal employment suitability as determined by a background investigation.
    • May be required to successfully complete a probationary period.
    • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
    • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
    • Participation in direct deposit is mandatory.
    • IAW The Fair Chance Act Agency employees may not request criminal history information at the point of initial application upon receipt of an application or prior to during or after a job interview. If an Optional Form (OF) 306 Declaration of Employment is submitted prior to the point of a conditional offer questions related to background information section may not be asked.

    Qualifications

    AREA OF CONSIDERATION: The areas of considerations for this position Title 32 Excepted Service (32 U.S. Code 709) will be in the following manner and sequence

    • The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
    • The SECOND area of consideration will be all current Federal Employees.
    • The THIRD area of consideration will be all Federal re-employment eligible.
    • The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
    • The FIFTH area of consideration will U.S. Citizens.
    Military Grades: Enlisted/Warrant Officer/Officer - Minimum Rank E5 - Maximum Rank O3

    GENERAL EXPERIENCE: Must possess experience education or training which has provided you with a general knowledge of one or more aspects of the supply field; experience using computer and automation systems.

    One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position.

    SPECIALIZED EXPERIENCE: GS-11 Level- Must possess specialized experience which includes at least 1 year of specialized experience at the GS-9 Level; experience education or training supervising and/or managing supply personnel and a variety of supply functions; knowledge on the entire inventory management supply system; experience coordinating with other organizations on complex and controversial supply issues; experience providing advice and guidance on supply regulations to upper levels of management regarding supply functions. GS-9 Level which includes at least 1-year of specialized experience equivalent to the next lower level; experience analyzing developing evaluating to improve supply programs policies procedures techniques etc.; experience involving the control of supply stocks and accounting for equipment; knowledge of supply functions cataloging maintenance and disposal procedures; experience in cost estimates budgets or funding management; experience conducting extensive searches for required information; reconstruct records for complex supply transactions; and/or provide supply operations support; experience requiring person-to-person contacts to convey information and ability to compile reports letters memoranda etc.

    Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community student social). Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.
