Job Summary

Summary

Position is a Laundry Operations Specialist Environmental Management Services at the West Palm Beach Veterans Health Care System (WPB VAHCS) Florida. Laundry provides support to WPB VAHCS with all associated community-based outpatient clinics. The textile care facility operates 5 days a week 8 hours per day with current annual production of over 1.8 million pounds annually. WPB VAHCS operates with approximately 2316 employees and 234 volunteers.


Duties

Major duties include but not limited to:

  • Serves as Textile/Laundry manager for VISN 8 consolidated Laundry/Textile care plant to include West Palm Beach VA Miami VA and all outlying Community Out-Based Clinics; may include Revenue Generating sources.
  • Serves as Contracting Officers Technical Representative for various Environmental Management Services projects.
  • Serves as West Palm Beach Liaison to VISN 8 and National VACO committees to include Medical and Administrative Business Process Reengineering.
  • Serves as West Palm Beach Liaison to the VA Environmental Programs Service Textile Quality Inspectors.
  • Serves as Manager of laundry plant with an average output of approximately two and half million pounds of soiled linen.
  • Responsible for VISN 8 Laundry Emergency Contingency Plan between Bay Pines Lake City and West Palm Beach Florida.
  • Manages: one (1) general foreman two (2) work leaders three (3) machine operators one (1)clerk one (1) seamstress and fifteen to twenty-one (15-21) non-supervisory employees as applicable.
  • Assures subordinate supervisors and employees effectively carry out policies to achieve management objectives.
  • Recommends promotion or reassignment of subordinate supervisors and employees makes formal appraisals of their performance and reviews personnel actions and performance appraisals initiated by subordinate supervisors and acts on personnel problems referred by them. Determines their training needs.
  • Advises and councils subordinate supervisors and employees on how to improve their performance and explains new work techniques.
  • Investigates grievances and complaints resolves them informally if possible and notifies supervisors of those of sufficient importance or seriousness.
  • Maintains administrative records. Responsible for the timely submission correctness and approval of timecards submitted for Laundry/Textile Operations. Also acts in the capacity of certifying official for all EMS.
  • Assures that the overall program needs of the Service are represented and that the Chief is appraised of status and projects of the Service Operations Section.
  • Responsible for an annual budget of approximately $500000 for the laundry/textile division.
  • Back up Approving Official for all of Environmental Management Services.
  • Effectively communicates with various Services to discuss recommendations for improvement suggesting solutions to specific problems and potential problems.
  • Establishes performance monitors that assess program effectiveness in each of the two functions assigned i.e. Textile Care Plant Linen Distribution.
  • Assigns controls and directs human equipment and monetary resources to maximize desired outcomes as evidenced by the performance measures.
  • Effectively utilizes managerial techniques such as incentive awards fair and objective performance plans disciplinary actions training to create an environment that maximizes employee potential.
  • Responsible to create actively promote and effectively manage a culturally diverse work force which embraces the values and needs of all individuals. This must be accomplished through long term commitment strategic and business planning education and experience which broadens the mindset and by fully managing human resources.
  • Responsible to learn practice and support all existing safety practices relevant to this position. Will further contribute to and keep abreast of new safe practices as they are developed.
  • Supports all the Strategic Health Groups requiring team work to accomplish all duties and responsibilities assigned to this position. The paramount focus of the team is the accomplishment of the Medical Centers mission/patient care/patient satisfaction.
  • As a member of the EMS executive team in the absence of the Chief/Assistant Chief of the Service the incumbent serves in these capacities when so designated.
  • Responsible for Annual reports to VACO and various other reports due quarterly monthly and weekly.

Work Schedule: Monday-Friday 7:00am-3:30pm; subject to change based on the need of the facility.

    Qualifications

    To qualify for this position applicants must meet all requirements by the closing date of this announcement 02/09/2026.

    Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year it may not clearly demonstrate you possess one-year time-in-grade as required by the this instance you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


    You may qualify based on your experience and/or education as described below:

    • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization to perform successfully the duties of the Laundry Operations Specialist GS-11 position and that is typically in or related to the work of the position to be filled. Examples of specialized experience would typically include but are not limited to:
    • Prepare and manage budget estimates and present to administrative officials.
    • Identify and recommend needed equipment repairs upgrade or purchase.
    • Monitor expenditure and cost in the operation of a program or service.
    • Assure laundry and/or dry-cleaning processes and services operate efficiently.
    • Evaluate develop and/or recommend equipment and operations adjustments for efficiency.
    • Maintain frequent contact with service lines and external vendors regarding supply and distribution needs.
    OR;
    • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related (Transcript required).
    OR;
    • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond successfully completed graduate education (above a masters degree) and specialized experience as described above which meet the total requirements for this grade level. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. (Transcript required).

    Physical Requirements and Work Environment: Regular and recurring work involves considerable physical exertion of walking driving bending and lifting moderately heavy equipment or other items weighing under 50 pounds. May be required to walk drive in inclement weather from building to building or from Medical Center to various locations.

    The work involves regular and recurring exposure to moderate risks and discomforts associated with exposure to strong odors from chemicals of Hypochloride Solution Flexyte and TB-Quat used in work processes and noise working near operating machinery. The work situation requires the employee to continually stay alert and take special safety precautions including wearing personnel protective equipment. This position requires some travel.
