Job Summary

Summary

These temporary/1039 positions are located at Shenandoah National Park in the Facilities Management Division and will perform a variety of journey-level masonry work throughout the park to maintain repair alter and construct historic and non-historic exterior and interior surfaces/structures built of a variety of brick block and/or stone. Duty station is at Park Headquarters near Luray VA. This announcement has an early cut-off date (see Duties section for more information).


Duties

Initial Cut-off Date: This is an open continuous announcement in which applications are collected over several months and have multiple cut-off dates. Applications will be considered throughout the open period of the announcement. ** The first cut-off date for early referral is February 17 2026. ** Referral certificates will be issued when a hiring official exhausts current certificate and/or additional vacancies need to be filled.

Duties include:

  • Conduct maintenance repair and restoration of park historic structures and resources.
  • Maintain repair alter and construct exterior and interior surfaces and structures built of brick stone and block.
  • Repair and maintain historic masonry on buildings parapets chimneys fireplaces roadway rock walls walkways etc.
  • Read and interpret drawings blueprints and specifications and determine the layout and work sequences.
  • Perform a variety of complex brickwork and stonework to match existing historic structures.
A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

POSITION LOCATION: Shenandoah National Park preserves and protects more than 300 square miles of nationally significant natural and cultural resources scenic beauty and congressionally designated wilderness within Virginias northern Blue Ridge Mountains; and provides a broad range of opportunities for public enjoyment recreation inspiration and stewardship. Within just 90 miles of Washington D.C. the Park provides visitors the ability to explore mountain peaks hidden hollows cascading streams accessible wilderness and stunning natural beauty. Approximately 40% of the Park is designated wilderness with over 500 miles of hiking trails and the iconic Skyline Drive SHEN was established as an eastern Park that provided a western Park experience. Due to the Parks easy accessibility to D.C and other highly populated areas along the east coast visitation exceeds 1.4 million visitors annually which results in significant resource protection and visitor management issues and incidents.

    • Direct Deposit: Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
    • Drivers License: You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid drivers license is required. You will be required to submit a Motor Vehicle Operators License and Driving Record. You may also be required to submit (within a State sealed envelope or submitted directly by the State authorities) and at your own expense all certified driving records from all States that disclose all valid drivers licenses whether current or past possessed by you.
    • You may be required to complete training and operate a four-wheel drive vehicle.
    • Uniform: You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
    • Government housing is not available.
    • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

    Qualifications

    The Office of Personnel Management (OPM) Job Qualifications System for Trades and Labor Occupations (X-118-C) will be used in determining applicants qualifications. There is no specific length of training or experience required; however you must be able to demonstrate through the experience shown in your written resume and your responses to the questionnaire that you possess the competencies to perform the duties of this position without more than normal supervision.

    To qualify for this position you must have sufficient knowledge and ability in the following job-related factors:

    1. Ability to do the work of the position without more than normal supervision (SCREEN OUT)
    2. Technical practices
    3. Ability to interpret instructions specifications etc.
    4. Measurement and layout
    5. Ability to use and maintain tools and equipment
    6. Knowledge of materials

    SCREEN OUT: Independently performs Mason duties at the journeyman level. Requirements include 1) Lays out masonry work and accurately lines up courses so that they are level and the corners are plumb; 2) Cuts and shapes stone brick and block; 3) Completes masonry repairs and finishes mortar joints to match undamaged portions of a structure and/or monument; 4) Has practical knowledge of other construction trades; 5) Ability to read and write and to interpret blueprints work instructions and other technical guides; 6) Uses operates and maintains all hand and portable power tools associated with the trades such as concrete mortar mixers napping hammer brick or skill saw chisel pick etc.

    CTAP/ICTAP: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors where applicable; special qualifying conditions that OPM has approved for the position where applicable; is physically qualified with reasonable accommodation where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(2) for CTAP and 5 CFR 330.704 for ICTAP.     There is no substitution of education for experience for Wage Grade (WG) positions.

    Additional Selections: This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

    NOTE: In support of Executive Order (EO) 14189 Celebrating Americas 205th Birthday and EO 14314 Making America Beautiful Again by Improving our National Parks the Office of Personnel Management (OPM) has approved an exception to the 1039 hour time limitation for this position. This approval can extend the time limitation to 1560 hours for this temporary seasonal appointment.

    Non-Competitive Rehire Eligibility: Temporary seasonal employees can only maintain their non-competitive rehire eligibility if they work no more than a combined total of Temporary NTE less than 1040 hours anywhere in the National Park Service (NPS) within their established service year. Accordingly non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402b7) based on series and grade anywhere in the major subdivision (NPS).

    If you have held a temporary seasonal appointment in the past 12 months and have already worked the maximum temporary appointment less than 1040 hours during that period you are still welcome to apply. However please be aware that exceeding the limit of 1040 hours in your established service year will result in the loss of your non-competitive rehire eligibility.

    The limit can be exceeded by working multiple temporary seasonal positions that result in a combined total greater than 1040 hours. The limit also can be exceeded by working a single temporary seasonal appointment that exceeds 1040 hours unless granted an exception by OPM.

    Employment may be terminated at any time due to fluctuations in funding levels project needs employee performance or other considerations.

    Physical Demands: This position is required to perform masonry work from ladders scaffolds platforms and other cramped and hard-to-reach places. Duties require the incumbent to sit stand stoop bend kneel climb crawl and work in uncomfortable positions. May be required to walk hike climb or drive over rough and uneven to work sites in remote locations. Expected to lift and carry items up to 50-100 pounds.

    Working Conditions: Most work is performed outside with exposure to all types of harsh weather conditions including extreme weather with wind rain snow and ice in temperatures ranging from below 0 to over 100 degrees. May be exposed to dust dirt fogs gases vapors as well as noise vibrations cuts bruises and abrasions from the use of masonry tools vehicles hoists and other equipment. May be exposed to hazardous materials that can cause skin eye and respiratory irritation and burns hazardous wildlife bugs/insects/ticks etc. Subject to the danger of falling when on ladder or scaffolding etc. Some contact may be necessary with chemical agents in the nature of cleaning fluids and preservation compounds. Must comply with all safety and occupational health requirements and wear protective clothing gloves face shields and in some cases a respirator that may be uncomfortable.

    The National Park Service has determined that the duties of this position are not suitable for telework.
