Job Summary

Summary

The primary purpose of this position is: To manage the plans and programs of the Agency to meet SAF/IG Air Force and DoD mission objectives and ensure continuous evaluation of assigned units. The position serves as an inspector and technical advisor to the Division Chief Director and Commander on matters pertaining to the Air Force Inspection System (AFIS).

Duties

  1. MAJCOM IG inspector and Subject Matter Expert related to planning organizing and executing a wide range of complex activities for the Agencys Inspection Program units manpower unit guidance and Airmens Time Evaluation Programs both virtually and in-person.
  2. Integrates and directs Agency planning activities.
  3. Support management of the integration of multi-disciplinary resources necessary to support Agency tasks and projects.
  4. Performs thorough analysis of unit capabilities versus inspection requirements to determine the most efficient inspection approaches to minimize costs and maximize unit resource management.
  5. Represents the IG with a variety of installation functional area and federal organizations.

  • Must be able to obtain and maintain a Secret security clearance.
  • Be able to perform regular TDYs and travel by military or commercial air when required.
  • Be able to perform occasional overtime while being required to work in a variety of facilities and outside locations under various weather conditions.
  • MAJCOM/FLDCOM FOA or AF level inspector experience highly desired.
  • AF Inspector General Training Course (IGTC) graduate highly desired.
  • Master Processing Officer (Black Belt or Green Belt) Continuous Process Improvement experience highly desired.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to mission of the Air Force national security and public safety.
  • This is an Obligated Position in which an employee has return rights. Upon the employees return incumbent may be required to vacate this position.
  • When an obligated position is filled the selected employee is required to sign an agreement acknowledging that (s)he is aware of the obligation and accepts the fact that (s)he may be displaced under reduction in force procedures at a later time.

Qualifications

In order to qualify you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions General Inspection Investigation Enforcement and Compliance Series 1801.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12 or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of the laws regulations Executive Orders and issues related to or impacting the Air Force Inspection System Fraud Waste and Abuse disclosures the Freedom of Information Act and Privacy Act and the skill to apply this knowledge to a variety of institutionally high risk work assignments dealing with complex and often sensitive inspections activities; Knowledge of multiple military and civilian programs including but not limited to those concerning assignments promotions training pay equal opportunity/treatment etc. and skill in applying analytical and investigative techniques to issues and customs encountered in the organization and civilian work force such as those concerning assignments promotion training pay equal opportunity/treatment; and investigations of various kinds of complex discoveries inquiries requests and resolve or recommend appropriate disposition following Continual Evaluation and Inspections efforts; knowledge of thoroughly conducting inspections including but not limited to: interviewing fact finding and data analysis with the understanding many issues carry significant risk of public disclosure and Congressional involvement due to the very public nature of the organization; approaching individuals who may be fearful skeptical or uncooperative during the questioning process of the investigation; and in establishing rapport with all personality types and a diverse population in order to glean appropriate information pertaining to complaints and allegations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge skills abilities and/or competencies in the following areas:

  • Knowledge of the functions of the Inspector General and interrelationships among field operating agencies direct reporting units major command and subordinate unit missions programs systems procedures and activities; including the regulatory and policy framework.
  • Knowledge and practical experience of theory principles methods practices and techniques of a variety of inspections to include support on DOD driven By-Law programs.
  • Extensive knowledge in all major functional areas of the AF inspection system with emphasis on inspection of MAJCOM/FLDCOM DRU FOA Center and NAF scheduling and gate-keeping for all DOD and AF inspections Commanders Inspection Program and self-assessment programs.
  • Knowledge of the complex interrelationships of the many levels of decision-making authority within the DoD inspection enterprise.
  • Skill to analyze problems establish objectives carry out projects assess and evaluate inspection guidance content.
  • Ability to manage/lead specialized teams of diverse employees to oversee the overall planning direction and timely execution of inspection programs.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience including volunteer work done through National Service Programs (i.e. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.
