Job Summary

Summary

This position serves as the Community Care (CC) Program Manager for VISN 10. The CC Program Manager reports to the Chief Nursing Officer (CNO) and is responsible for planning developing and executing actions to ensure the various healthcare business operations are effectively standardized and coordinated throughout the Network.


Duties

Major Duties :

Supervision / Resource Management : 30%

  • Ensuring the VISN and its facilities are in full compliance with VHA and VA policy and regulatory requirements in all community care and referral management activities.
  • Resolves complaints from employees; effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases.
  • Establishes and maintains necessary controls for effective resource leadership.
  • Plans and coordinates changes in workload to meet deadlines and maintain a smooth workflow; evaluates resource needs; assigns directs and reviews work of leadership subordinate staff and assures work is complete and accurate.
  • Analyzes and formulates Network resource requirements for ensuring the resource allocation objectives for major VISN-Wide community care medical care delivery and referral management programs.

Administrative Duties: 30%
  • Provides administrative oversight and authoritative planning in developing and managing national level data and reporting systems affecting all levels of the VA CC program daily operations.
  • Oversees all integration of medical and clinical support activities as they relate to the efficient processing of VA CC Ensures that agency policies and priorities are being followed services.
  • Establishes performance standards and procedures to meet standards at or above national VA CC metrics and consistently monitors to ensure services provided are maximally cost effective.
  • Pilots or champions projects to enhance functionality above what is required by VA CC processes and serve as SME with for Tiger teams and process improvement for cost estimation and staffing.
VA Community Care Leadership/Administrative Oversight 40%
  • Maintains current knowledge of the Networks field and headquarters office operations and procedures and must be cognizant of all business-related issues in the Network. Incumbent may represent the Network Director at meetings of
  • community and government leaders.
  • Develops and implements long and short-term goals and plans which includes identifying needs and potential operational issues through analyzing workload expenditures trends and national VA policy implications.
  • Applies specialized knowledge of health care leadership to the planning organization and evaluation of the delivery of all services within community care.
  • Makes decisions and recommendations to network executive leadership that have a direct impact on the quality of medical care provided to Veterans at all facilities and clinics in VISN 10.
  • Serves as the VISN lead and subject matter expert on all matters related to all areas related to community care and referral coordination.
  • Serves on various Consortium VISN and National committees as requested/assigned by senior leadership.
  • Assesses the productivity effectiveness and efficiency of operations and takes appropriate action when appropriate.
  • conducts studies and projects that are diverse and intense in nature and often require input and assistance from departmental or VACO program offices.
  • Responsible for developing and maintaining functioning compliance and business integrity monitors.
  • Leads coordinates plans organizes and carries through to completion program plans program/policy analysis data collection legislative interpretation and analytical studies involving Federal and VA program and policies.
  • Responsible for the development and implementation of appropriate Standard Operating Procedures (SOPs) for the completion of all administrative processing of authorizations scheduling payments appeals reconciliation of authorizations projecting funding needs maintaining accurate and timely tracking and reporting procedures and customer service.
  • Performs other related duties as assigned.

    Qualifications

    To qualify for this position applicants must meet all requirements by the closing date of this announcement 02/04/2026.

    Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year it may not clearly demonstrate you possess one-year time-in-grade as required by the this instance you must provide additional SF-50s that clearly demonstrates one-year time-in-grade.
    Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

    Individual Occupational Requirements for the Health System Specialist

    1. Undergraduate and Graduate Education. Major study -- hospital administration public health administration or related fields such as business or public administration with course work in health care administration
    OR
    2. Specialized Experience (for positions above GS-5): Progressively responsible analytical or administrative or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative clinical or other service activities and provided knowledge of the following:

    • Missions organizations programs and requirements of health care delivery systems;
    • Regulations and standards of various regulatory and credentialing groups; and
    • Government-wide agency and facility systems and requirements in various administrative areas such as budget personnel and procurement.
    Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies practices and procedures and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individuals progress and appropriate adjustment of the training program.

    Specialized Experience: Requirements for Health System Specialist GS-14: Applicants must have at least (1) one full year of specialized experience equivalent to at least the next lower grade level (GS-13) in Federal service that equipped you with the particular knowledge skills and abilities to perform successfully the duties of the position and that is typically in or related to the position to be filled. Specialized experience includes but not limited to:
    • Knowledge and experience with a range of administrative laws policies regulations and precedents applicable to the administration of programs
    • Knowledge and experience with basic statistical accounting budgetary or economic principles and techniques
    • Superior written skills to write reports policies executive decision memorandums and prepare briefing material
    • Superior oral communication skills to present information and influence and implement strategic initiatives
    • Knowledge and experience applying business principles ( i.e. financial management human resource management organizational dynamics and governance strategic planning and marketing information management risk management or quality improvement)
    • Knowledge and experience to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness
    Preferred Experience:
    • Knowledge of the missions organization programs and requirement of community care and referral management.
    • Experience managing complex community care department or service providing leadership and supervision to both clinical and administrative staff.
    • Expert Knowledge of VISN 10s Community Care Network contract policies procedures and guidance.
    • Knowledge of strategic planning principles health care financing VA/DOD sharing Medicare MISSION Act Veteran care Agreements CCN Network agreement Community Care and Referral Management and ability to apply policies and procedures in multi-facility network.

    Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.

    Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

    Physical Requirements: The work is primarily sedentary performed in an office setting with a potential for telework with instances of standing bending walking light lifting and carrying of items such as records files and reports. No other special physical demands are required to perform this work. The position requires that the incumbent travel for a significant amount of time both within the VISN geographical area as well as national meetings to conduct analyses studies assess program and training needs and to administer current and future program initiatives.
