Job Summary

Salary range is $93K to $185K with a midpoint of $139K. Total compensation includes project-based premiums that reflect project complexity political sensitivity size and strategic importance. New hires typically receive between minimum and midpoint of the base range however we may go higher based on experience internal equity and market.

GENERAL PURPOSE:
Under administrative direction of the Deputy Director of Public Safety this position will establish the Public Safety and Security Field Activity Controller program through the development and implementation of plans procedures schedules and training necessary for the success of the program. This leadership role will be responsible for the recruiting hiring training scheduling and supervision of the Public Safety & Security Field Activity Specialists with the express purpose of maintaining a 24 hour a day 7 day a week presence.

This is community engagement through service and outreach that does not require the enforcement authority of a sworn police officer. Specialists do not carry weapons nor enforce criminal laws.

ESSENTIAL FUNCTIONS:
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional position-specific duties.

  • Manages the administration and implementation of all aspects of all Public Safety and Security Field Activity Controller program; to include but not limited to emergency incident response day to day operations continuity of operations community outreach and oversight of training support of drills and exercises ensuring compliance with contracted security and law enforcement resources.
  • Manages work and schedules of Public Safety and Security Field Activity Specialists.
  • Coach mentor and train Public Safety and Security Field Activity Specialists in inspections of contracted security and law enforcement resources; community engagement; transit operations and service disruption recovery; de-escalation and conflict resolution; crisis intervention; unconscious bias and cultural competency.
  • Develops and implements programs to enhance communications analyze trends and potential risks processes or systems to determine and suggest improvements to reduce the existence severity probability of risk to the agency and public.
  • Continually reviews for process improvements to procedures recommending changes to upper management; organizes assigned activities to ensure coordination with other groups within Public Safety and Sound Transit.
  • Represents Public Safety and Security at community service events; external stakeholder events; internal Agency meetings; and other events or meeting as needed.
  • Champions and models Sound Transits core values and demonstrates values-based behaviors in everyday interactions across the agency.
  • Contributes to a culture of diversity equity and inclusion in alignment with Sound Transits Equity & Inclusion Policy.

MINIMUM QUALIFICATIONS:
Education and Experience:Bachelors degree in Criminology Sociology Forensic Scienceor related field. Fiveyears of developing and implementing standard operating procedures in community engagement such as community policing school resource officer or similar civilian function; OR an equivalent combination of education and years of leadership budgetary planning and workforce management experience.

Required Licenses or Certifications:

  • Valid state drivers license. This position requires work in the field including nights and weekends when public transit might not be available.

Required Knowledge and Skills:

  • Deal effectively with people and stressful situations which may continue for extended periods.
  • Develop and maintain collaborative and effective working relationships internal and external stakeholders contracted service providers local jurisdiction first responders social services providers community groups and the public.
  • Developing and drafting clear written documents and analyses for senior and executive level management.
  • Develop and administer trainings on how to handle calls report writing requirements Sound Transit system geography policies procedures relating to the work; maintain working knowledge of pertinent laws policies and procedures and train subordinate staff in changes relevant to their work.
  • Support and enhance staffs ability to perform their jobs by teaching and modeling technical knowledge and skills work management communication skills and conflict management.

Physical Demands / Work Environment:

  • Work is performed in a hybrid field transit and office environment.
  • This position requires frequent interaction with potentially violent unstable and/or physically ailing persons in unsafe environments such as unclean residences as well as frequent exposure to Other Potentially Infectious Materials (OPIM).
  • This position works outdoors in all weather conditions when patrolling by foot and considerable amount of automobile travel required; may be subject to pushing pulling sitting standing talking seeing walking and carrying up to 25 pounds.
  • Positions working in field may occasionally be exposed to dangerous machinery extreme weather conditions physical harm hazardous chemicals and/or extreme noise.
  • May work irregular hours to include nights and weekends as well as being on call.
