Job Summary

Main Purpose of Job

This position serves as the SBR/MBE/VSBE Liaison andMBE/VSBECompliance Unit Supervisor ensuring DGS meets allstatutoryregulatory and policy requirements for Small Business Reserve(SBR)Minority Business Enterprise (MBE) and Veteran-owned SmallBusinessEnterprise (VSBE) programs. The role oversees compliancetrackingagency reporting to GOSBA and the Board of Public Works andprovidesguidance training and support to internal staff andexternalstakeholders.

POSITION DUTIES

Duties for this position include but are not limited to:

Supervises the Compliance Unit staff in monitoringand tracking contracts for monthly compliance reporting. Maintains a workingrelationship with MBEs and VSBEs to ensure prime contractor is meetingcontractual obligations and requirements with identified subcontractors.

Utilizes the States Advanced Purchasing andInventory System (ADPICS) portion of the Financial Management InformationSystem (FMIS) and eMaryland Marketplace Advantage (eMMA) to complete BlanketPurchase Order (BPO) entries and follow up with monthly data/payment entries tomonitor achievements.

Assists with issues of MBE and VSBE non-complianceregarding State laws regulations policies or procedures and providesguidance regarding required corrective actions.

Supervisesthe Compliance Unit staff in the training of Procurement Officers on readingand interpreting the overall content and information provided in requiredbid/proposal submissions to ensure State procurement statutes regulationspolicies and procedures are met and to make proper determinations.

Advises Procurement Officers and Managers on questionablecontent to confirm documentation is acceptable and meets procurementrequirements or if errors or omissions are curable.

Reviews waiver requests to confirm bidders/offerors made agood faith effort in trying to meet participation goals and advises ProcurementOfficers in making a determination.

Provides training regarding SBR MBE and VSBE complianceprograms to DGS OSP staff Executive Branch Agencies Senior ProcurementAdvisory Group (SPAG) meetings and vendors.

Interfaces directly with senior leadership and otherExecutive Branch Agencies to provide expert advice on SBR MBE and VSBEprograms policies and to report on the status of specific initiatives.

Reviews and provides compliance reports toThe Governors Office of Small Minority & Women Business Affairs(GOSBA)or to other State Agenciesas required by legislation. Reviews and approves monthly and annual statisticalreports to ensure accuracy and sufficiency of data; and makes recommendationsfor opportunities to enhance participation from prime contractors.

Special Projects as assigned by the Director of theProcurement Policy Compliance and Reporting Bureau or other DGS OSP SeniorManagement Chief Procurement Officer (CPO) or Deputy CPO.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants whopossess the following preferred qualification(s). Include clear andspecific information on your application regardingall qualifications.

Five (5) yearsof experience in procurement contractcompliance or small business programs including supervisory or leadershipexperience.

Demonstratedknowledge of MBE VSBE and SBR programs regulatory compliance and reportingrequirements.

Bachelors degree in business public administrationprocurement or a related field.

Experience conducting training and mentoring staff onprocurement or small business compliance programs.

Knowledge of Maryland State reporting systems ( eMMA) and procurement workflows.

Strong analytical communication andstakeholder engagement skills.
