Position Summary:
Join us in the exciting role of providing a Project Engineer-Business Development & Client Solutions who serves as a technical lead and client-facing representative for capital projects across the Architect of the Capitol (AOC). This role combines engineering expertise project oversight and business developmentstyle relationship management to support congressional stakeholders internal jurisdictions and external partners. This position ensures that projects are well-scoped technically sound strategically aligned and delivered in a way that strengthens long-term partnerships across the Capitol campus.

The ideal candidate is a versatile engineer with 10 years of experience supporting complex building or infrastructure projects ideally within federal public-sector or historic environments. They bring strong technical judgment across multiple engineering disciplines and are equally comfortable conducting feasibility studies reviewing designs and supporting construction activities. They excel in client-facing settingsable to translate stakeholder needs into clear project scopes build long-term relationships and deliver polished briefings to high-visibility decision makers. Essential Functions:
1. Technical Engineering Leadership
- Conducts engineering studies feasibility analyses and technical assessments for new and ongoing projects.
- Develops or reviews designs specifications drawings and calculations across civil mechanical electrical or structural disciplines.
- Provides technical guidance to AOC jurisdictions consultants and contractors.
- Ensures compliance with AOC design standards federal codes sustainability requirements and historic preservation constraints.
- Reviews consultant designs and submittals for accuracy constructability and alignment with project goals.
- Supports value engineering risk assessments and lifecycle cost analyses.
2. Project Planning & Delivery Oversight
- Participates in project scoping budgeting and scheduling for capital and renovation projects.
- Coordinates with project managers construction managers and engineering teams to ensure smooth execution.
- Monitors project progress identifies risks and recommends corrective actions.
- Supports construction inspections testing and commissioning activities.
- Ensures project documentation reporting and quality assurance meet AOC standards.
3. Business Development & Stakeholder Engagement
- Serves as a technical liaison to congressional offices committees the Supreme Court the Library of Congress and internal AOC jurisdictions.
- Builds and maintains long-term client relationships by understanding stakeholder needs and translating them into actionable project scopes.
- Supports project intake helping stakeholders articulate requirements constraints and priorities.
- Prepares and delivers technical presentations briefings and solution proposals to decision makers.
- Identifies opportunities for future projects modernization initiatives and strategic improvements across the Capitol campus.
- Ensures stakeholder expectations are managed through clear communication transparency and proactive problem-solving.
4. Procurement Budgeting & Contract Support
- Contributes to RFP development technical evaluation of proposals and contractor selection.
- Reviews cost estimates schedules and resource plans.
- Ensures contractor performance aligns with contract requirements and AOC standards.
- Supports financial planning and justification for capital investments.
5. Historic Preservation & Campus Stewardship
- Ensures all engineering and project decisions respect the historic architectural and cultural significance of the Capitol Complex.
- Coordinates with preservation specialists curators and architects to integrate modern systems into historic structures.
- Balances operational needs with long-term preservation priorities.
6. Compliance Safety & Risk Management
- Ensures adherence to federal safety standards environmental regulations and AOC policies.
- Identifies and mitigates engineering operational and construction risks.
- Supports emergency preparedness and continuity planning for critical infrastructure.

Education:
- A Bachelors degree in Civil Mechanical Electrical Structural or Architectural Engineering.
- A Masters degree in Engineering Construction Management or a related field is beneficial but not required.
Required Professional Experience:
- 10 years of progressively responsible experience in project engineering facility engineering building systems or capital project delivery.
- At least 12 years of experience in client-facing stakeholder engagement or business developmentstyle roles (internal or external).
- Experience working on multi-disciplinary engineering projects or public-sector infrastructure is strongly preferred.
Technical Experience Requirements:
- Engineering studies feasibility analyses and technical assessments.
- Reviewing or producing engineering designs specifications drawings and calculations.
- Familiarity with federal codes sustainability standards and historic preservation constraints.
- Exposure to construction inspections commissioning or field verification activities.
- Experience supporting project scoping budgeting scheduling and risk assessments.
Preferred Experience:
- 10 years of engineering or project delivery experience in complex facilities government buildings or historic structures.
- Experience working with federal agencies especially AOC GSA USACE NAVFAC or similar.
- Prior involvement in RFP development proposal evaluation or contractor oversight.
- Experience presenting technical information to executives elected officials or high-visibility stakeholders.
- Background in value engineering lifecycle cost analysis or capital planning.
Licenses & Certifications:
- Professional Engineer (PE) license preferred not required.
- FE/EIT (Fundamentals of Engineering/Engineer-in-Training) certification is a plus.
- A Project Management Professional (PMP) or similar credential is beneficial but optional.
- Training or certification in historic preservation sustainability or federal facility management is advantageous.
