Description

The Employment Security Department (ESD) is seeking a dedicated mission-driven professional to serve as a Disabled VeteransCase Manager (DVCM).

As a DVCM you will provide intensive case management and employment services to veterans and eligible spouses who face significant barriers to entering or re-entering the workforce. You will assess needs develop individualized employment plans coordinate services with partner organizations and guide clients through training job readiness and job placement activities. This role is central to ESDs mission of supporting Washingtons veterans and strengthening communities through equitable workforce solutions.

Based at WorkSource Thurston you will also conduct outreach in the broader Pacific Mountain Workforce Development area connecting with veterans in community settings and ensuring they receive priority access to employment and training resources.

About the Workforce Services Division:

Workforce Services Division (WSD) is made up of three Lines of Business: WorkSource Central Operations System Support and Washington Service Corps (WSC). WSD administers the Labor Exchange (LEX) Migrant Seasonal Farmworker (MSFW) Veterans Services Trade Adjustment Assistance (TAA) and WorkFirst programs for job seekers and employers in Washington and provides job seekers with referrals to partners providing Workforce Innovation & Opportunity Act (WIOA) adult youth and dislocated worker training and support services.

Duties

In this role you will deliver intensive client-centered case management aligned with the Disabled Veterans Case Manager (DVCM) model. You will assess employment barriers develop individualized plans provide counseling and motivation and coordinate with partners such as the VA Vocational Rehabilitation & Employment (VR&E) Local Veterans Employment Representatives (LVERs) Consolidated Veteran Services Representatives (CVSRs) community colleges and veteran-serving organizations. You will help veterans translate military experience into civilian career pathways access training and supportive services and secure unsubsidized employment. You will also conduct targeted outreach maintain detailed case documentation and support program reporting and compliance requirements.

Some of what you will do:

  • Conduct veteran intake assess employment barriers and document services in ETO (Efforts to Outcomes).
  • Develop and maintain individualized employment plans; provide ongoing counseling motivation and follow-up.
  • Deliver job readiness support including vocational guidance labor market information and referrals to training and supportive services.
  • Help veterans translate military experience access grants or programs and connect to suitable job opportunities.
  • Perform targeted outreach using UCX and other rosters; engage veterans at community events and partner locations.
  • Build and maintain relationships with the VA VR&E LVERs CVSRs colleges community agencies and veteran-serving organizations.
  • Refer veterans to health housing education and counseling resources as needed.
  • Complete required reports track outcomes and maintain accurate case documentation.
  • Participate in required training and provide staff education on veteran-related topics.

Qualifications

Required:

Option 1: One year as a WorkSource Specialist 3 or equivalent class within the Employment Security Department or another states Employment Security agency

Option 2: A Bachelors degree and three years of relevant experience in workforce development social or human resource services public relations or public contact work such as: unemployment insurance social services human resource services education public relations benefits programs insurance claims law enforcement and banking OR a combination of education and/or relevant experience.

* A Masters degree will substitute for one year of the required experience.

Option 3: A combination of education and/or relevant experience.

The required experience includes:

  • Client-Centered Service Delivery:Needs assessment to evaluate client situations goal setting to establish realistic objectives case management to develop and oversee service plans problem-solving to address barriers and communication skills to guide and support clients effectively.
  • Eligibility Assessment Expertise:Ability to evaluate and determine client qualifications.
  • Client Motivation and Career Planning Expertise:Ability to encourage workforce engagement.
  • Career Coaching and Follow-Up Expertise:Ability to provide ongoing workforce guidance.
  • Stakeholder Engagement Expertise:Ability to collaborate with workforce partners.
  • Workforce Program Improvement Expertise:Ability to structure service enhancements.

Preferred/Desired Qualifications:

  • Data Management:Ability to accurately enter and maintain detailed case notes and ensure timely and consistent data entry to support performance reporting and compliance with program standards.
  • Veteran Focused Service Delivery:Ability to provide individualized employment services to eligible veterans with a focus on those facing significant barriers to employment.
  • Organizational and Time Management:Ability to maintain organized records schedules and documentation to ensure efficient service delivery and audit readiness

Desirable/Preferred Education Experience or Certifications

Education to Experience Equivalences:

Associate Degree 2 years Bachelor Degree 4 years Masters or Higher 5 years

  • Must be able to pass Unemployment Insurance (UI) & Paid Family and Medical Leave (PFML) claim and fraud check.
