The Eagle Mountain to Woodfibre Pipeline Project (EGP) involves the construction of an approximately 51 kilometre expansion of a portion of FortisBCs existing natural gas pipeline system that serves Squamish the Sunshine Coast and Vancouver Island. It involves adding new 24-inch pipe beginning at the Eagle Mountain Compressor Station in Coquitlam and ending at the proposed Woodfibre LNG site the expansion of the Eagle Mountain Compressor Station the construction of a new compressor station at the Woodfibre site and a 9 km tunnel for the new pipeline between Squamish and the Woodfibre site .
Position
The Senior Contracts Specialist is an integral part of WLNGs dynamic team that is working with FortisBCs EGP Project Management Team (PMT) to execute the EGP Project. You will contribute your expertise and input in collaboration with FortisBCs EGP PMT to support the administration compliance negotiation and execution of contractual obligations of the parties within EGP Project from construction all the way until the pipeline is in-service. The successful candidate reports directly to the WLNG Pipeline Project Manager and will play an essential part in supporting the project through the construction phase of the project.
Key Responsibilities:
The successful applicant will:
- Provide interface between WLNG and FortisBC in working with Contractor & Subcontractor Contracts group to maintain open and clear communications between WLNG and FortisBC in the interpretation and administration of the CSA contract and subcontracts.
- In collaboration with FortisBC counterparts Influence key stakeholders / counterpart in Contractor organization to achieve timely information and drive decision making to achieve desired project outcomes.
- Reviews contracts and subcontract including terms and conditions cost schedule optimization opportunities and other contractual matters to meet project requirements.
- Interface with FortisBC as required to ensure timely interpretation and implementation of the contracts minimizing potential areas of misunderstanding disagreement or miscommunication.
- Efficiently track report and present key subcontract performance indicators to both WLNG and FortisBC Leadership; highlight any activities that impact the project including both opportunities and/or potential risks.
- Document evaluate and advise management regarding any change orders and claims related to the subcontract package.
- Identify resolve and mitigate any issues relating to subcontractors performance and hold subcontractor accountable while ensuring a positive working relationships.
- Ensure that all supply chain activities within the area of responsibility are carried out in accordance to RGE Core Values the Ethics Policy and the Supply Chain Code of Conduct.
RequirementsRequired Experience:
- Bachelors Degree in Business or a related field from an accredited university.
- 15 years contracts/subcontracting experience in major capital projects in the petroleum industry.
- Minimum 5 years experience representing the operating company.
- Prior pipeline experience highly desired.
- Strong interpersonal skill to develop strong working relationship and influence with key stakeholders
- Experienced in managing contracts subcontracts and pricing agreements and demonstrated strong understanding in change management process.
- Demonstrated ability for development of reports for and presentations to management.
- Expertise with a variety of computer programs (e.g. MS Word Excel and PowerPoint)
- Strong written and oral communication skills.
- Ability to build relationships quickly in multi-disciplinary multi-cultural and multi-company environments.
- Ability to work well under pressure and handle multiple tasks and changing priorities within tight time frames.
Additional Requirements:
- Experience working with large multi-disciplinary teams and contractors in a multicultural environment is an asset.
- Accepts responsibility and demonstrates a commitment to the delivery of tasks and targets and willing to see the project through long term.
- Exceptional written and verbal communication skills.
- Ability to be Innovative and vision-oriented with demonstrated ability to undertake strategic planning and implementation.

- The position is based in FortisBCs EGP Project Office or WLNGs office in Vancouver BC with travel to Squamish BC and Coquitlam BC (project sites) and others as required.
