Summary
Leads all functional supply management actions for procured materials and services. Manages the procurement process functions of request for proposal and negotiation or administration of purchase orders for materials supplies software capital equipment tools construction and services. Oversees policies and procedures to ensure procurement compliance with the prime contract all applicable laws and regulations. Teams with cross-functional senior managers to establish common operational goals performance objectives and best practices.
Duties and Responsibilities
- Evaluates existing procurement processes against changing business needs and develops vision and path to achieve successful implementation.
- Identifies leads and manages the execution of supply chain initiatives to increase business flexibility responsiveness efficiency and control of internal process variations.
- Establishes and leads eBusiness Strategic Sourcing and system automation strategies to reduce total cost of ownership.
- Reviews and approves selected procurements for justification of source selection reasonableness of price and conformance to the requirements.
- Oversees compliance with prime contract public law NNSA approved procedures Department of Energy Acquisition Regulations (DEAR) / Federal Acquisition Regulations (FAR) and appropriate supply chain management principles.
- Supervises the negotiation of procurement transactions and investigation of procurement problems.
- Visits supplier and or customer facilities to enhance business relationships and develop customer service objectives.
- Prepares and monitors budgets applicable to Purchasing Operations.
- May perform other duties as required.
- Directly supervises employees and performs other managerial responsibilities including interviewing hiring and training employees; planning assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
You Must Have
- Bachelors degree in business or related field required.
- 9 or more years of experience in the purchasing field including 2 years supervisory experience.
- Ability to travel as determined by the needs of the business.
- Ability to work remote hybrid or on-site as directed by management and is determined by the needs of the business.
- Regular and reliable attendance is an essential function of this job.
- United States Citizenship.
- Ability to obtain and maintain if required for position a U.S. Department of Energy (DOE) security clearance (some positions require additional DOE designations).

- Ability to create review and modify contracts/agreements in compliance to laws and regulation that are applicable.
- Experience in strategic procurement activities such as commodity management and long term contracting.

- Experience working in Enterprise Resource Planning (ERP) systems; Oracle SAP PeopleSoft etc.
- Six Sigma Green Belt or Black Belt certification.
