Job Summary

Reports to: The PrincipalEvaluated by: The Superintendent Supervises: Special education teachers speech and language pathologist contracted service providers school counselors the admissions coordinator academic instructional assistants ESL programming and assessment the school library media center the health office nurses and Student Services Administrative Assistants in coordination with the PrincipalGoals for the Position: 1. To ensure that appropriate educational programs and services are provided for students with special education needs as defined in State and Federal IDEA regulations. 2. To ensure that appropriate and effective guidance and counseling services are provided to all students in accordance with MASCA frameworks.3. To implement in coordination with the Principal and the Director of Curriculum Instruction and Assessment the mandates of state and federal requirements as they pertain to the curriculum professional development and appropriate teacher/counselor licensure/re-licensure within the Student Services Department.4. To serve as a collaborative member of the Superintendents administrative team to further the goals and initiatives of the district. 5. To foster and celebrate the work professional growth and leadership capacity of all staff members under the umbrella of Student Services. Performance Responsibilities: * Supports mentors and evaluates Special education teachers SLPs IEP team chairperson school counselors the school social worker the admissions coordinator academic instructional assistants the school media center librarian and the health office nurses.* Supervises and coordinates special education programs and services including contracted service providers and placement for extended evaluations. * Supports the recommendations of the School Nurses regarding programs and procedures for the well-being of the student body and students with significant health challenges. * Serves as the districts Educational Stability Coordinator Homeless/Foster Care Liaison McKinney-Vento Liaison and LEA point of contact. * Facilitates At-Risk Committee meetings MDR meetings Initial and recurrent IEP team meetings and the Handle With Care (Crisis) Committee. * Participates in and supports the work of in-house standing committees and groups including: Student Intervention Meetings Weekly Administrative Team meetings scheduling meetings Threat Assessment Team Special Education and School Guidance department & PLC meetings and Academy Steering Committee.* Responsible for chairing initial team meetings recurrent or multi-district IEP team meetings and the development of resulting IEPs. * Attends MAVA State Special Education Leaders meetings Administrator of Special Education (ASE) meetings Educational Stability meetings Cape and Island Directors of Special Education ( monthly) and Vocational Administrators of Special Education meetings ( monthly) or sends a designee.* Attends and reports out to the School Committee as required by the Superintendent.* Directs and assigns instructional personnel in scheduling special education services in vocational and academic areas.* Keeps informed of all legal requirements governing special education 504s and ELL/FELL regulations programming and assessment.* Provides leadership in establishing new programs and developing an improved understanding of existing programs for special education and school counseling based on gathered relevant data.* Facilitates the evaluation in collaboration with appropriate staff of existing programs (special ed /school counseling) as an ongoing responsibility and recommends changes and additions as needed.* Establishes procedures for placement evaluation assignment and reappraisal of students with regard to special education services and programs including but not limited to incoming special education student transition meetings from our sending districts Annual /Re-evaluation IEP meetings 18-22 programming and out-of-district placement.* Develops procedures for referrals securing medical reports conducting psychological examinations and placement.* Supervises and coordinates home hospital tutoring for homebound hospitalized and long-term out-of-school students.* Recommend for promotion/non-promotion any personnel serving in the Student Services area.* Assists in recruitment selection and recommendation for hiring of any special education school counseling health service personnel and instructional assistants.* Assumes responsibility for compiling maintaining and filing all reports grants records and other documents legally required or administratively useful in assigned areas.* Develops and maintains complete and cumulative individual records of all children receiving special needs services or enrolled in any outside-the-district support programs.* Develops budget recommendations and provides expenditure control on established budgets for special education and health services.* Keeps informed of the state of financial aid for special education.* Interprets the objectives and programs of the special education school counseling and health services to the district administration staff and the public at large.* Recommends the purchasing of materials and maintains inventory for the special education and health services with the assistance of the Business Office.* Ensures appropriate transportation for qualifying special education and McKinney-Vento students and for short-term medical-related transportation.* Utilizes multiple data sources to evaluate on an ongoing basis the total special education program curriculum procedures and individual students needs and achievements.* Responsible for the development and support of an active Special Education Parents Advisory Committee (SEPAC) and will consult routinely with parents of students enrolled in the special education program.* Responsible for the supervision and management of Cape Cod Tech ESL/ELL program ACCESS Testing FELL monitoring ESL instructor and maintaining an updated ELL manual.* Assumes responsibility for own professional growth and development for keeping current with the literature new research findings and improved techniques and for attending appropriate professional meetings and conventions.*Serves as a resource to subcommittees of the District Committee as directed by the Superintendent/Director.* Leads the Handle with Care (Crisis) Team in the case of suicide sudden death or serious injury of a student or staff member.* Performs other duties as may be requested by the Principal or the Superintendent/ of Employment: Twelve-month work year (216 days) with salary and fringe benefits as per contract.
