Job Summary

Were an award-winning IT solutions provider to the Federal government seeking a Project Manager/Scrum Master to join our project team.

The Project Manager/Scrum Master is responsible for overall project performance including cost schedule deliverables and contractual compliance. As a Scrum Master the person in this role will ensure a true scrum process throughout a project by holding together the scrum framework and facilitating the process for the organization product owner and scrum team. Additionally the PM/Scrum Master acts as a coach and facilitator to the development team in executing Agile practices to complete work.

U.S. citizenship is required for this addition the selected applicant must submit to a government background investigation and be favorably adjudicated before their first day.

This is a full-time short-term position (September 2026). There is the possibility that this role may be extended past this time. The selected candidate will be required to be on site (Washington DC) 2-3 days monthly. The selected applicant must live within commuting distance of Washington D.C.

RESPONSIBILITIES:

  • Knowledge of and experience with the full development lifecycle process via different methodologies
  • Experience on large-scale IT projects of enterprise significance
  • Knowledge of agile project management techniques tools methodologies and approaches
  • Able to lead diverse technical teams of various sizes
  • Proficient in all key aspects of a project including technical financial and communication
  • Experience developing overall work plans schedules and evaluation criteria
  • Support established applications programming and documentation
  • Review the work effectiveness task effectiveness and compatibility with other projects
  • Develop review and enforce policies practices and standards including programming and documentation standards
  • Review technical training needs for subordinate staff plan activities implement training courses as appropriate and assure attendance by appropriate staff as required
  • Maintain liaison with management subcontractors and personnel; communicate coordinate and cooperate with staff members
  • Supervise and participate in the selection training and evaluation of staff members; perform related duties as assigned
  • Analyze new and complex project-related problems and create innovative solutions that normally involve the schedule technology methodology tools solution components and financial management of the project
  • Provide application systems analysis and long and short-range plans for application selection systems development systems maintenance and production activities for necessary support resources

REQUIRED SKILLS:

  • A minimum of 5 years of experience in IT project management
  • Must possess two (2) years of task leader experience managing a group of engineers and the full ADP life cycle in software engineering
  • A minimum of 3 years experience working in a Scrum Master role.
  • Position requires being technically knowledgeable (SW development) and technically conversant
  • Exceptional organizational management and communication skills
  • Excellent time management and ability to juggle multiple tasks under strict deadlines
  • Strong analytical and systems thinking skill set; ability to apply technical solutions to broad complex problems
  • Ability to engage clients and discuss technology solutions with the understanding that clients are not themselves technologists with the political savvy to know how to frame and communicate issues
  • Experience building relationships with project management project team members Stakeholders and Users

Required Certification:

  • Scrum Master

Preferred Certification:

  • PMP

EDUCATION:

  • Bachelors degree in Information Systems Computer Engineering Computer Science or a related discipline

Salary Range: $130000 - $145000

All individuals being hired to work for TCG must submit to and successfully pass a pre-employment background investigation prior to reporting for their first day of work. The pre-employment background investigation will include verification of employment and education as well as a criminal and DMV check.


Additional documentation and background checks will also be required for positions that require clearance from the Federal government.
