It is responsible for safeguarding and preserving lives and property through prevention protection and preparation as well as the care custody and supervision of all adults sentenced for violating North Carolina laws. This department includes state prisons with custody healthcare and facility operations staff as well as probation/parole officers who supervised sentenced people in the community. Description of Work

The Director of Housing Strategy leads efforts to develop and implement a comprehensive housing plan for individuals re-entering the community including those considered Hard to Place. This role plays a critical part in advancing housing initiatives improving outcomes and ensuring successful reintegration through strategic partnerships and program oversight.

Key Responsibilities include but are not limited to:

- Develop and execute a statewide housing strategy for re-entrants.

- Collaborate with local state and federal partners to strengthen housing initiatives.

- Advise senior leadership on legislative impacts and recommend policy and program improvements.

- Oversee data tracking systems to monitor housing outcomes and identify areas for enhancement.

- Manage housing operations including RFP processes statewide bed inventory and vendor relationships.

- Conduct site visits and quality assurance reviews to ensure compliance and service standards.

- Supervise transitional housing staff responsible for placement of incarcerated individuals nearing release.

- Drive strategic improvements to expand housing options and improve success rates for re-entrants.

Knowledge Skills and Abilities/Management Preferences

Salary Grade Range: $67852 - $118741

  • Strong knowledge of human resources purchasing budgeting and accounting practices related to housing programs.
  • In-depth understanding of housing program operations policies and compliance requirements.
  • Proven ability to lead and manage professional and support staff to achieve program objectives.
  • Expertise in program analysis evaluation and continuous improvement strategies.
  • Skilled in selecting training and supervising employees engaged in housing initiatives.

About The Division of Human Resources:

The Rehabilitation and Reentry Division oversees services programs and community partnerships aimed at helping individuals reintegrate into theircommunitysfollowing incarceration. Staff members work with people who are incarcerated probationers post-releasesupervisees and parolees. This division collaborates with prison and supervision staff to create individualized reentry plans coordinate services and deliver evidence-based programs to improve outcomes and reduce recidivism.

Minimum Education and Experience

Bachelors degree from an appropriately accredited institution and three (3) years of program experience related to the area of assignment including one year of supervisory program experience (OR) an equivalent combination of training and experience.
