Job Summary

As a Land Inventory Technologist you will be helping to provide a variety of real estate services to the Corporation and general public. Your primary focus will be managing and coordinating corporate circulations to determine if city land can be surplused. This duty will require the application of survey practices and knowledge on civic policies affecting administration of civic lands provincial and federal legal statutes Land Titles Office procedures land development practices and computer knowledge on how to use a land inventory database/workflow system. Secondly you will play a role in processing a multitude of legal land related documents for registration and you will coordinate utility right of way agreements (and easements) made between the City Utility Agencies and the Development Industry that results from the subdivision of land or the preparation of city land for sale.

What will you do

  • Initiate corporate circulations regarding the disposition of city land review responses and establish terms and conditions for sale or lease proposals involving the Citys property
  • Analyze technical requirements resulting from corporate circulations and recommend course of action
  • Plan evaluate and recommend land enhancement activities to optimize revenue generated from the sale of city land
  • Prepare responses to written and verbal inquiries from other civic departments external agencies and boards and the general public
  • Prepare coordinate receive approval and arrange the registration of utility right of way (URW) agreements easements survey documents and other land related agreements
  • Interpret SPIN maps to assess where URWs and easements are located
  • Coordinate road closure applications in preparation for sale and prepare the applicable legal descriptions for the road closure area in collaboration with the Land Titles Office and surveyors
  • Maintain the corporate land inventory in database (Posse system)
  • Perform other related duties

  • Completion of 2 year diploma in Business Administration Geomatic or Engineering Technology or related technical field or Degree in Geomatics
  • 3 years of progressively responsible experience in work directly related to the work assignments. Require knowledge of Land Administration Portfolio Management and/or knowledge of land development

Skills required for success:

  • Considerable knowledge and experience in preparing land related legal agreements
  • Ability to work well with various business areas within and outside of the Corporation and address their concerns that may arise prior to surplusing city land
  • Knowledge of land survey principles and techniques and considerable experience in review and coordination of registrable plans
  • Experience in reading and interpreting land titles information legal descriptions and registered plans titles and document
  • Proven ability to work well within a team environment
  • Ability to manage multiple assignments effectively
  • Knowledge of POSSE (or a database/workflow program computer application)
  • Experience with Google applications SmartSheets and Microsoft Office Suite
  • Strong verbal and written communication skills and ability to execute instructions
  • Proven ability to make independent decisions
  • Ability to organize plan and manage work with minimal supervision

  • The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.
