Job Summary

JOB PURPOSE:
The Project Manager II performs complex administrative and professional work in planning
organizing directing and supervising Public Works and Parks operations projects and programs.
This is a professional position that encompasses construction/project management and engineering
skills in both the field and office. It includes preparing and reviewing plans enforcing plans and
ensuring that contractors adhere to the specifications governing work done in the public rights- ofway or public properties. Work also involves responsibility for inspecting construction work in
progress and ascertaining whether it meets specific standards and providing corrective action when
deemed necessary. Manages utility company and contractors permitted work including field
inspections report writing tracking results and ensuring compliance with governing regulation.
Work may also involve assisting in the preparation of surveys easements and rights-of-way permits.
Performs highly specialized analytical administrative and report writing activities for the Assistant
Director of Public Works. Work involves performing research investigation and/or evaluation of
various activities or projects in the Engineering Division of the department. Work assignments are
received from the Assistant Director of Public Works in terms of broad objectives and work is
reviewed through discussion review inspections and research. May serve as the Assistant Directors
liaison to other divisions departments and/or outside agencies when needed. Some evening and
weekend work is required.


ESSENTIAL FUNCTIONS
Performs inspections of Public Works and Parks contract projects which may include public
improvement projects such as subdivisions drives sidewalks curbs streets trails parking
lots parks sanitary sewers streetlights traffic signals signs etc.
Reviews and issues utility and permit work applications for public rights-of-way.
Reviews drawings and specifications for construction work against all applicable
standards regulations and trade practices.
Oversees field surveys prepares quantities conducts preliminary specifications
for in-house projects and reviews plans and specifications prepared by others.
Maintains construction-related records files and drawings; prepares and
updates improvement permits; performs traffic counts and updates database.
Prepares monthly payment estimates of contracts may prepare annual asphalt
overlay slurry seal and striping contracts.
Reviews projects with property owners; assist the Assistant Director with
writing and negotiating of easements and in the reviewing and recording of
easements .
Provides technical assistance to the Maintenance Supervisors and city crews
relative to construction; aids related to the construction of improvements

Receives and processes citizen complaints and requests field investigations;
reviews complaints with citizens and ensures resolution.
Prepares various contracts easement forms and routine correspondence;
maintains maps and plans.
Relied upon for knowledge of utility construction means and methods easements and
property use rights labor-materials and regulations for work and constructability reviews
of any improvement project.
Inspects work performed by private contractors and utility companies; checks for proper
adherence to plans and specifications; checks lines and grades from surveyors stakes;
keeps records of progress; makes inspections of concrete and asphalt work/facilities.
Monitors and stops construction operations where serious violations of contract
specifications are occurring; informs superiors of such violations and tracks and ensures
compliance.
Secures samples of materials to be tested.
Organizes and supervises routine surveys field and office studies and inventories.
Utilizes Geographical Information Systems (GIS) for this purpose.
Prepares routine engineering plans and sketches.
Research survey information and other requests and prepares written reports and field
surveys.
Prepares or oversees preparation of as built drawings following contract work.
May serve as a staff liaison to city committees commissions etc.
Manages and accounts for field equipment and supplies.
Contract preparation and project management.
Aids with the Sewer Lateral Repair Program as necessary.
Prepares documents such as legal documentation as-built reports easements affidavits
maintenance agreements and cost estimates.
Performs field investigations follows-up on specific complaints and concerns and makes
recommendations for resolution.
Has considerable public contact work as representative of the department.
Prepares special studies and reports on assigned departmental operations compiles and
reviews information and statistics regarding performance cost and expenditures; assists
in preparing detailed and technical reports in consultation with the Director.
Performs related work as required.


KNOWLEDGE SKILLS AND ABILITIES
Knowledge of:
Considerable knowledge of civil engineering principles and practices.
Considerable knowledge of contract requirements and contract management.
Considerable knowledge of the principles and practices of program development and
administration.

Considerable knowledge of construction methods materials and techniques.
Considerable knowledge of office procedures methods and equipment including computers
and applicable software applications.
Considerable knowledge of the principles and practices of municipal budget preparation and
administration.
Considerable knowledge of principles of supervision training and performance evaluation.
Considerable knowledge of pertinent federal state and local rules Codes and regulations.


QUALIFICATIONS:
Education/Training:
Bachelors degree in civil engineering or a closely related field from a college or university
with major course work in Engineering Architecture or Construction Project Management or
equivalent combination of education and experience.


Experience:
Three years of increasingly responsible public works experience directing and managing
engineering construction and capital improvement projects including two years of
administrative and supervisory responsibility.

Prior management experience in construction and inspections of projects site plan reviews
traffic engineering stormwater and floodplain expert testimony record keeping and
document production to meet legal and financial audit requirements.
Prior public works tools and methods experience in mapping utility services dedication and
vacation of public right-of-way and easements Neighborhood Improvement District projects.


License or Certificate:
Possession of or ability to obtain an appropriate valid drivers license.
Possession of or ability to obtain MoDOT LPA certification.
Possession of or ability to obtain OSHA -30 certification.
Possession of registration as a professional engineer in the State of Missouri is desired.
Certified Public Infrastructure Inspector designation is desired.
Possession of registration as a Certified Floodplain Manager is desired.
Possession of registration as a Certified Professional Erosion and Sediment Control is desired.
L-TAP Road Scholar certifications/designations are desired.
NIMS certifications are desired.
