SUMMARY
This position is responsible for managing and administering the City of Charlottes on-street parking program Park It! Charlottes on-street parking program intersects crucial City goals related to housing affordability sustainability and safe and equitable mobility. This position serves as program liaison within CDOT and is externally facing with other city departments elected officials local businesses residents and Charlotte Center City Partners.
This role is responsible for the oversight of day-to-day parking operations and sustainably managing Charlottes existing parking infrastructure. Additionally this position plays a central role in implementing Charlottes Strategic Parking Plan and advancing data-driven technology-based solutions to improve curbside management customer experience and operational efficiency. This position is a key member in the coordination of the Citys special events and development projects impacting availability of on-street parking. The person in this role serves as the primary point of contact between various CDOT staff and the operations contractor on parking-related matters. The work in this position requires the exercise of considerable independent initiative judgment and involves extensive public contact.
Major Duties and Responsibilities:
- Manage contractors and vendors responsible for daily operations of the Park It program including citation management revenue collectiondigital paymentsenforcementequipmentprocurement and installation and service delivery
- Oversee business operations through use of contractors and vendors andmonitorfinancials for revenue generation and fiscal compliance.
- Oversee collaborative processes to ensure available parking in the public right-of-way (PROW) is managed to respond to the special needs of the stadium arena convention center festivals as well as business and/or residential areas.
- Lead and oversee implementation of Charlottes Strategic Parking Plan translating policy direction into actionable programs projects and operational changes.
- Identify evaluate pilot and implement technology-based solutions (e.g. parking management systems curb management tools data analytics platforms paymenttechnologies and enforcement technologies) to improve efficiency transparency and customer service.
- ManageCDOTsparkingprogram budgetandallocateresources to achieve strategicobjectives including assessing operational and capital needs prioritizing business and policyobjectives and developing plans funding strategies and proposals to support program expansion modernization and long-term growth.
- Activelymonitorand engage in emerging trends technologies and best practices in parking and curb lane management through external training professional organizations and peer networks and proactively advance innovative data-driven policy and operational improvements.
- Providetraining andtechnical guidanceregardingparking in the PROW.
- Periodically evaluate and develop policies set milestones andmonitorprogress for achieving an annual netgrowth in program revenueand performance;through measurable actions such as increasing efficient delivery of contracted services achieving turnover needs of businesses at curbside etc.
- Resolvecustomer service complaints andmonitorcontractors responses to service-related issues.
- Escalatedifficult situationsasappropriateand coordinate withappropriate staffto resolve problems.
- Inspect andmonitorprogress of projects for performance and specification compliance;maintainprogress reports; organize response to inquiries from City Budget and Leadership teams members of the public and the media.
- Investigate ADA complaints/grievances with respect to parking in the PROW and coordinate with CDOT ADA Program Manager on findingsresolutions and projects.
- Reviewtransportation andlandusePlans Land DevelopmentProjectsand internal Street Maintenance work to ensure on-street parking compliance.
- Represent CDOT and the Park It! program at neighborhood meetingswith the media throughbusiness association meetings public forums and briefings with elected officials effectively communicating program goals changes andoutcomes.Supportengagement and coordination with neighborhood groups and the business and public input to guide workand informeffortsforan equitablebalanceofparking demandsafetyaccess economic vitality and community priorities.

Minimum Qualifications:
- Associates degree.
- Three(3) years of professional program management experiencein transportation parking curbside managementbusiness managementpublic administration or a related field.
- Three(3)years of experience and proven record in supervision and management of contractors or subordinates.
- Experience in customer service with an emphasis on handling sensitive discussions anddifficultsituationswithcustomers.
- Familiarity with and ongoing experience using Charlottes transit system isrequired.
- Ability to obtain a city driving permit.
- Ability to read and interpret regulations ordinances guidelines etc.
Preferred Qualifications:
- BachelorsDegree.
- AICP (American Institute of Certified Planners)Certification or progress toward certification.
- Certified Parking Professional (CPP) designation or progress toward certification.
- Experience managing or implementing public-sector parking or curbside management programs.
- Experience working with contractors vendors and technology-based service providers.
- Experience engaging with neighborhoods business stakeholders and elected officials.
KnowledgeSkillsand Abilities:
- Knowledge of principles and practices of public right-of-way management.
- Ability toidentifyand take steps necessary to correct any unsafe or unlawful parking found inthe Citys ROW.Supervising and evaluating the performance of contractors and staff and providing training and coaching as needed.
- Providing project/program managementorganizationandlogisticscoordination.
- Interpretingmonitoringand reporting financial information and statistics.
- Ability to manage and prioritize multiple tasks.
- Ability toestablishand maintain effective working relationships with City leadership elected officials neighborhood stakeholders business owners and partner agencies.
- Knowledge of current transportation planning principles and trends related toequitableefficientand sustainable management of parking supply.
- Knowledge ofaccounting practices and government accounting laws codes regulations and policiesandskills in monitoring compliance with applicable policies standardsregulationsand contracts.
- Skills in written and oral communication familiarity with public engagement principles and ability to lead effective engagement with diverse audiences through public meetings facilitation of meetings
- Ability to prepare and present reports todiverse audiences
- Managing and overseeing projectsprocessesand functional operations.
- Providing excellent customer service and exercising political acumen tact
- and inutilizinga computer and relevant softwareapplications including Microsoft Office suite Geographic Information Systems (GIS)and Workday accounting software.

CONDITIONS OF EMPLOYMENT
