Role Overview: Senior Program / Project Manager Public Safety Communications (LMR & NG911)

The Senior Program/Project Manager will lead and oversee complex public safety communications initiatives with a primary focus on Land Mobile Radio (LMR) infrastructure and Next Generation 9-1-1 (NG911) dispatch systems. This role is responsible for managing projects end-to-end-from planning and budgeting through implementation audit remediation and operational transition-while ensuring compliance with government standards and PMO methodologies.

The role serves as a key liaison between internal teams executive leadership external auditors vendors and government stakeholders driving multi-agency interoperability initiatives and ensuring reliable secure and scalable radio and dispatch communications for public safety operations.

Key Responsibilities

Lead program and project management activities for radio infrastructure and NG911 initiatives including scope schedule budget and resource management.
Serve as the primary liaison for internal and external IT audits including documentation testing coordination remediation planning and resolution of findings.
Define project approaches staffing models roles and responsibilities ensuring efficient use of resources.
Develop project charters schedules estimates risk and issue logs status reports and communication plans.
Manage projects across the full lifecycle ensuring timely delivery of technical and operational outcomes.
Identify track and mitigate project risks and issues; escalate appropriately to senior leadership.
Oversee and coordinate vendors consultants and internal staff ensuring adherence to PMO standards and development methodologies.
Support procurement activities including RFP development vendor evaluation and contract support.
Review and validate project artifacts such as technical requirements architecture testing training and implementation documentation.
Ensure successful project closeout knowledge transfer and transition to operational teams.
Support continuous improvement initiatives aligned with PMI PMBOK public safety standards and agency methodologies.
Collaborate with cybersecurity enterprise architecture and infrastructure teams to address emerging threats and evolving public safety technology needs.

Required Experience & Expertise

Extensive experience in Land Mobile Radio (LMR) systems and PSAP 9-1-1 dispatch environments.
Strong background managing public safety communications projects for federal state or local government agencies.
Deep knowledge of LMR technologies including analog and digital radios trunked and conventional systems and VHF/UHF/700/800 MHz frequency bands.
Working knowledge of NG911 dispatch logging and recording technologies.
Proven success delivering large complex programs as a project or program manager.
Experience supporting government procurement and multi-agency interoperability initiatives.
Excellent communication skills with the ability to engage executive leadership and technical stakeholders.
Proficiency with standard project management tools and Microsoft Office.
