Job Summary

Job Summary:

The Project Manager - Consultant will lead an Application Migration and Modernization project ensuring its delivery on time within scope and budget while aligning with organizational goals. This role involves leading complex projects using hybrid Agile methodologies managing Agile events collaborating with stakeholders and ensuring compliance with policies.

Responsibilities:

- Lead complex high-impact projects using hybrid Agile methodologies.
- Direct and manage application migration efforts.
- Oversee the execution of project milestones.
- Facilitate and manage Agile events such as sprint planning reviews retrospectives and daily stand-ups.
- Coach and mentor junior project managers and project staff.
- Collaborate with business leaders product owners and technical teams.
- Manage internal programs and external stakeholders.
- Ensure project compliance with procurement and fiscal policies.
- Prepare and deliver executive-level updates and presentations.
- Interpret and apply laws regulations and agency policies.
- Support enterprise-wide planning and systems integration efforts.
- Manage multiple high-impact projects concurrently.
Required Skills & Certifications:

- Bachelors degree in business public administration information systems or a related field.
- Minimum of 5 years managing large-scale projects of moderate complexity and risk.
- Proven experience in leading Agile teams and managing project lifecycles.
- Proficiency with Agile project management tools such as Microsoft Planner (Premium) JIRA or similar tools.
- Experience in project planning execution and team coordination.
- Project Management Professional (PMP) certification.
- Agile Certifications such as Agile Certified Practitioner (PMI-ACP) SAFe Agilist (SA) or Disciplined Agile Scrum Master (DASM).
Preferred Skills & Certifications:

- Masters Degree in Business Administration Public Administration Information Technology or a related field.
- At least 10 years of project management experience especially in government or enterprise environments.
- Experience leading application migration projects for government agencies.
- Experience with state government procurement and fiscal policies.
- Experience with contract negotiation and vendor management.
- Strong strategic thinking and problem-solving capabilities.
- Excellent written and verbal communication skills.
- Understanding of enterprise systems and cross-agency collaboration.
Special Considerations:

- Eligible for two days per week of telework after 3 months and certain project milestones are met.
