Project Summary
The Senior Website Designer / Project Manager supports the National Science Foundations (NSF) Office of Legislative and Public Affairs (OLPA) by leading website design initiatives and managing day-to-day web project workflows. This role bridges technical web expertise and project coordination ensuring NSF web content is visually effective accessible compliant with federal standards and delivered on schedule.
Role Summary
The Senior Website Designer / Project Manager leads web design efforts while coordinating project activities across OLPA and the NSF Web Team. This role provides technical leadership for website layout accessibility and usability while overseeing design workflows assigning tasks and supporting modernization initiatives within a large federal CMS environment.
Primary Responsibilities
- Design and implement webpage layouts using Drupal Layout Builder components and the U.S. Web Design System (USWDS).
- Lead and oversee web publishing design and update workflows across multiple stakeholders.
- Coordinate work assignments priorities and deadlines for web design and publishing staff.
- Advise staff and stakeholders on best practices related to layout usability accessibility and federal web standards.
- Provide technical leadership and guidance for web design standards and visual consistency.
- Support special web modernization initiatives and enhancements to NSF web platforms.
- Ensure all web content complies with Section 508 accessibility requirements and WCAG standards.
- Gather and document requirements from OLPA leadership and other stakeholders.
- Collaborate with multidisciplinary teams including writers developers designers and communications staff.
- Support search engine optimization (SEO) best practices within federal web constraints.
- Track and manage work using ServiceNow or similar ticketing and workflow management systems.
- Coordinate with NSF internal teams other federal agencies the academic community and industry partners on web-based outreach and announcements.
Minimum Qualifications
- Bachelors degree from a four-year college in Computer Science or a closely related discipline.
- Five (5) or more years of professional web design and development experience.
- Experience leading or coordinating small web or digital teams.
- Strong and comprehensive knowledge of HTML and CSS.
- Demonstrated experience working in large federal CMS environments.
- Experience coordinating multidisciplinary digital teams.
- Familiarity with science or research communication platforms.
- Strong working knowledge of the U.S. Web Design System (USWDS) and designing within its constraints.
- Experience using Adobe Creative Cloud tools to optimize images and assets for web use.
- Experience using ServiceNow or comparable ticketing systems.
- Comprehensive knowledge of current Section 508 accessibility requirements and the ability to ensure compliance across all webpage elements.
- Understanding of search engine optimization (SEO) principles for federal websites.
- Ability to gather requirements from stakeholders and work both collaboratively and independently.
- Ability to take creative direction while balancing federal standards and constraints.
- Experience supporting web development efforts for a federal agency or similar organization.
- Experience collaborating with other federal agencies academic institutions and industry partners on outreach and communications initiatives.
Work Environment and Requirements
- Primarily on-site at NSF Headquarters in Alexandria VA.
- Standard work hours are Monday through Friday 8:30 a.m. 5:00 p.m.
- Telework may be permitted with COR approval.
- Ability to obtain and maintain a Public Trust clearance
