THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE COMPUTER SYSTEMS MANAGER TITLE.

The Administration for Childrens Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child juvenile justice ACS oversees detention placement and programs for youth in the community.

The New York City (NYC) Administration for Childrens Services (ACS) Office of Information Technology (OIT) is responsible for providing high quality reliable and sustainable technology services and support to meet the needs of the families and children we serve through ACS its vendor partners and other City agencies.

Reporting to the ACS Commissioner the Chief Information Officer (CIO) is responsible and accountable for the effective implementation of Information Technology (IT) and information resources management the agencys technological strategic planning development of IT standards and policies management procedures project management maintenance of technology systems and services for all agency business functions and excellent service delivery. The CIO will oversee the day-to-day operations of a unit consisting of more than 170 staff and consultants in an agency of over 6500 employees with a special focus on building strong relationships with senior management and key stakeholders driving innovation and IT strategy.

The Chief Information Officer/Deputy Commissioner will be responsible for performing the following duties but not limited to:

- Partner with the Commissioner and ACS leadership team to develop and implement a vision for utilizing technology to help achieve ACSs mission to support families and protect children.

- Oversee the development of agency-wide information technology and information resource standards governance processes and performance metrics to ensure OITs focus and deliverables are consistent with ACS priorities.

- Ensure adherence to regulations and guidelines for technological systems and safeguarding of information technology and information resources.

- Work closely with the agencys Chief Information Security Officer (CISO) to protect and secure the information resources of the agency.

- Direct teams of technical professional and management staff in the successful fulfillment of IT service delivery commitments.

- Facilitate communication of technology needs and strategy across IT groups and the user community.

- Develop and manages strategic vendor right-sourcing and partnerships.

- Responsible for developing and implementing the processes for all annual and multi-year IT planning programming and budgeting decisions.

- Collaborate with agency divisional leadership to review agency needs regarding information technology balance the needs to address both current and future goals and objectives.

- Provide leadership in strategic planning and managing IT product and service development.

- Oversee the effective delivery of computer operations and production support system and database administration network operations PC/desktop support and customer service.

- Implement IT continuous-improvement programs developing standards and security/privacy policies.

- Identify and implement best practices for optimizing infrastructure and operations costs improving system performance and ensuring service-level requirements are met.

- Define metrics and processes to validate the benefits and value of proposed solutions to drive decision making for potential technology investments.

- Manage IT resource requirements to ensure an appropriate balance between tactical and strategic demands.

- Serve as the Agencys IT expert and central liaison to various stakeholders in NYS agencies.

- Oversee the management and implementation of a Continuation of Operations Plan (COOP) in response to emergencies and system outages.

- Work closely with internal and external stakeholders in the bidding selecting and managing of the agencys IT vendor contracts.

- Perform other duties of a similar nature or level.

COMPUTER SYSTEMS MANAGER - 10050

Qualifications :

1. A masters degree in computer science from an accredited college or university and three (3) years of progressively more responsible full-time satisfactory experience in Information Technology (IT) including applications development systems development data communications and networking database administration data processing or user services. At least eighteen (18) months of this experience must have been in an administrative managerial or executive capacity in the areas of applications development systems development data communications and networking database administration data processing or in the supervision of staff performing these duties; or

2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible full-time satisfactory experience as described in 1 above; or

3. A four-year high school diploma or its educational equivalent and six (6) years of progressively more responsible full-time satisfactory experience as described in 1 above; or

4. A satisfactory combination of education and experience equivalent to 1 2 or 3 above. However all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in 1 above including the eighteen (18) months of administrative managerial executive or supervisory experience as described in 1 above.

In the absence of a baccalaureate degree undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative managerial executive or supervisory capacity as described in 1 above.
