The Department of Economic Security Division of Business Services Office of Facilities Management is seeking an experienced and highly motivated individual to join our team as a Physical Plant Operations Administrator. This position is responsible for developing strategic production plans aligned with the agencys future goals and overseeing facilities equipment machinery HVAC units a sewage treatment plant underground water wells water storage and a water distribution system. The Physical Plant Operations requires a high level of project management related to construction and construction expertise which includes planning designing and supervising repairs alterations all phases of new construction projects (from building site review design construction and inspection of completed project) reviewing project plans making design recommendations and assisting in the development of short- and long-term operational and budget plans including the annual Capital Improvement Plan; and performing with a significant level of difficulty complexity and judgement involving interaction and negotiation with State County and Tribal officials and compliance with Federal State and Tribal rules and regulations. This position requires driving throughout Arizona for state business with occasional overnight travel expected.
This position may offer the ability to work remotely within Arizona based upon the departments business needs and continual meeting of expected performance measures. All work including remote work should be performed within Arizona unless an exception is properly authorized in advance.
| Job Duties: |
Essential Duties and Responsibilities include but are not limited to:
Direct Planning oversight and responsibility of operations and maintenance of the DES physical plant and equipment.
Allocate resources to achieve maximum cost-effectiveness; plan design and supervise repairs alterations and new construction projects; review project proposals and make design recommendations; approve material and equipment orders for DESs state-owned building portfolio.
Assist in planning and developing short- and long-term plans and policies related to operations and budget requests including the development of the annual Capital Improvement Plan.
Prepare cost estimates and budget requests; order materials and construction services; approve or reject materials and equipment; maintain accurate records and prepare reports.
Schedule maintenance and construction activities to ensure timely project completion and quality work; review interpret and approve all plans and construction methods to ensure compliance with legal requirements and safety regulations;
Provide direct oversight of construction projects for structural quality and conformance to specifications and codes; direct oversight to ensure installation is performed properly and within compliance of applicable regulations; approve work orders; direct oversight of a contracted vendors work; and maintain a preventive maintenance program.

Knowledge in:
Advanced building and construction methods and practices.
Extensive and substantial experience in construction practices.
Mechanical machines and tools for usage and maintenance.
Skilled in:
Management including the coordination of activities and the establishment of priorities.
Supervisory role including the coordination of activities and establishment of priorities and motivational techniques.
Managing a physical plant and related operations of an institution or building complex.
Ability to:
Manage the resolution of conflicts between codes through discussions with enforcing agencies and recommend and implement solutions to eliminate code violations and comply with changing code requirements.
Represent the interests of the agency at pre-design and pre-construction conferences with architects engineers contractors and vendors.
Function as agency lead for facilities construction and contracting processes.

The ideal candidate for this position will have:
A Bachelors degree in Facilities Management Engineering or related discipline and ten (10) years relevant experience including three years of supervisory experience directing the operation and maintenance of a large physical plant in a multi-story building or a multi-building complex.
Working knowledge of the application of ADA OSHA NEMA and city codes.
| Pre-Employment Requirements: |
This position requires driving or the use of a vehicle as an essential function of the job to conduct State business; then the following requirements apply: Drivers License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current valid class-appropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R.11).
Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agencys ability to reasonably accommodate any restrictions.

State employees are required to participate in the Arizona State Retirement System (ASRS) the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
