About us

The Queensland Fire Department (QFD) provides fire prevention preparedness and response services to fire in the built and landscape environments as well as scientific and specialist capabilities to Queensland communities. The QFD provides a multi-hazard emergency response including road crash rescue bushfire hazardous material technical and vertical rescue severe weather incidents remote and swiftwater rescue and provides a number of functions supporting community safety outcomes.

The department encompasses Queensland Fire and Rescue (QFR) Rural Fire Service Queensland (RFSQ) as well as the broader department which work together to pre-empt prevent mitigate and manage the consequences of fires and other emergencies on Queensland communities and support our large volunteer membership across the state.

Purpose of the role

Fleet and Logistics leads the fleet delivery; fleet operations; fleet strategy; and uniforms and logistics and mechanical services and provides fit for purpose fleet and logistics to all members of QFD. Through the full lifecycle management and best practice approach to the fleet and logistics management we ensure all assets and equipment are managed strategically and maintained to meet the complex environment in which they are deployed and utilised and meet operational and organisational objectives.

As the Project Manager you will be responsible for the planning organising and coordinating the delivery of the RFSQ Heavy Vehicle Mass Weighing project and associated scopes of work aligned to this project. You will lead and manage project initiatives through strategic planning analysis review evaluation and implementation of significant change to find corrective action or replacement strategies for fleet assets and ensure business improvement facilitate best practice heavy vehicle regulatory requirements. You will work closely with RFSQ State and Brigade stakeholders to ensure heavy vehicle weight compliance and safety measures are achieved to support emergency response readiness and that the safety of staff volunteers and the public is ensured to meet organisational requirements and legislative obligations.

Highly desirable requirements

  • Demonstrated Project Management experience in a large scale complex project environment including planning risk management procurement budgeting and project closure.
  • Experience working with Fleet Assets and knowledge of Transport and Main Roads regulations Heavy Vehicle National Law and regulatory requirements around vehicles and mass management would be highly desirable for the scope of this role.
  • Minimum of three years relevant experience in heavy vehicle or emergency services vehicles related environment.
  • Experience of Microsoft Project Microsoft 365 or other project management software.
  • Experience in facilitating process change and effectively managing expectations of internal and external stakeholders.

Special requirements

  • The incumbent may be required to travel and work within their area of responsibility aligned to field work and supporting project personnel delivering the project with the possibility of overnight stays.

Your key accountabilities

Your part in the ongoing success of our department in supporting key frontline services will see you responsible for a variety of work including but not limited to:

  • Manage large scale or complex projects and develop project scope cost estimates human and physical resources associated with the delivery of the RFSQ Heavy Vehicle Mass Weighing project with high standards of professionalism and ethics. This includes:
    • managing the project budget and finances and project resource allocations
    • developing and maintaining project schedules
    • producing the required project documentation in accordance with the framework
    • ensuring appropriate project governance and assurance activities are in place for the project
    • ensuring project administration activities are undertaken in accordance with internal governance and compliance practices.
  • Lead the planning and coordination of project activities identifying interdependencies and leveraging resources to maximise efficiencies and deliver the required outcome within the project budget scope and timeframes.
  • Identify assess and manage risks issues conflicts and priorities associated with project initiatives and providing regular and accurate reporting to key stakeholders and management and/or recommendation for improvements to meet heavy vehicle mass weighing regulatory requirements.
  • Develop and implement communication plans business change management plans and benefit realisation plans to ensure quality project outcomes are delivered within define timelines.
  • Enable informed decision making on project issues by developing timely and relevant written submissions briefs project reports presentations and information papers for project stakeholders.
  • Build and maintain effective working relationships with key internal and external stakeholders including vendors and suppliers to facilitate communications and provide advice and guidance on specific issues and activities throughout the project lifecycle or projects assigned in areas of responsibility.
  • Prepare manage and review current processes and/or implementation of new operational policy procedures and guidelines to ensure RFSQ fleet appliance and equipment remain compliant with safety standards and do not exceed certified gross vehicle mass regulatory requirements.
  • Complete project delivery reports and ensure a thorough and effective hand-over for how mass dimension and loading safety requirements are managed and control measures are implemented to meet business improvement strategies and initiatives.
