What Youll Do
The Engineering Technical Operations (ETO) Action Officer (AO) is assigned to the ETO Senior Director who is responsible for all essential administrative and business support functions in the Engineering Division. ETO serves as a vital link between technical departments and plant-wide business functions such as human resources information technology procurement communications technology development process improvement and training.
The AO is a senior individual contributor which serves in a liaison and coordination role internal and external to ETO. The position is accountable to the Senior Director of ETO for coordinating the business rhythm of engineering in all business functions and supporting the ETO Directors and Managers to accomplish their delegated roles in the support of the approximately 700-member Engineering organization. The position is responsible for the collection dissemination and coordination of high priority functions for and within engineering that comprise the vast majority of business operations required to enable engineering managers to focus on mission and product delivery. Work and oversight may include elements of personnel communication acquisition and procurement branding and outreach training and development and overall coordination of ETO functions across the Engineering Division and Pantex. These components will be leveraged to develop complex work through multi-functional multi-organizational teams to solve challenging business problems and/or process improvement opportunities encountered throughout a highly-regulated organization.
The AO develops and coordinates implementation of tactical and strategic plans to achieve execution of all mission-supporting business functions and milestones. The AO shall be an integral part of planning for organizational development and continuous improvement. The position will represent the ETO Management Team within the Engineering Division and the Pantex Plant. The AO will serve as needed to address emerging issues in a timely manner. Finally they will provide assistance to leadership as necessary.
Other General Position Duties and Responsibilities:
- On behalf of ETO Senior Director
- Oversees internal external customer and stakeholder relationships associated with ETO
- Oversees and/or coordinates assigned program and process improvements from inception through completion as the primary point of contact
- Oversees or consults with interfaces for delivery services products risk management plans and identification of period of performance
- Provides consultation to assist preparation and review of various documents presentations plans schedules monthly reports etc.
- Makes recommendations for projects that span multiple ETO areas of responsibility including schedule development and execution deliverables and milestones
- Provides subject matter expertise in development of schedules milestones deliverables and proposal
- Advises on the collection and assembly of information for reviews highlights and updated metrics
- Conducts and/or reviews reporting on metrics/key performance indicators
- Maintains strategic messaging and branding such as Engineering Overview materials
- Develops and reports regular organization performance metrics and progress reports
- Tracks action items and delegated tasking of organizational functions
- Assists staffing and/or coordinating staffing and compensation actions
- As requested assists with performance management needs requiring discretion
- Represents the Senior Director as required at Division meetings
- Supports Division Director on special projects or duties as assigned

Minimum Job Requirements
- Bachelors degree with a minimum 14 years of relevant experience
- OR a Masters degree with a minimum 12 years of relevant experience
- OR a PhD with a minimum of 6 years of relevant experience
- OR applicants without a bachelors degree may be considered based on a combination of at least 22 years of completed education and/or relevant experience
