Position Overview

Serves as the Data System Manager. Manages data work to quantify communicate and analyze the impact of investments in existing and new programs made through the Home Illinois initiative and related investments. Manages the development of the Home Illinois dashboard to communicate the impact of investments. Analyzes and maintains understanding of data sources on Department of Human Services (DHS) housing and homelessness programs and other programs supported by the Home Illinois budget. Travels to attend training seminars and conferences to maintain knowledge of best practices and emerging trends in data management data-based storytelling government data collection and communications and homelessness-specific data needs and systems. The Office of Prevent and End Homelessness (OPEH) is a statewide office which works across State agencies and is housed with DHS. OPEHs mission is to coordinate State of Illinois agency strategies and investments and to partner with the community to build a strong safety net and permanent housing for Illinoisans facing homelessness and housing insecurity.

Essential Functions

  • Serves as the Data System Manager.
  • Analyzes and maintains understanding of data sources on Department of Human Services (DHS) housing and homelessness programs and other programs supported by the Home Illinois budget.
  • Travels to attend training seminars and conferences to maintain knowledge of best practices and emerging trends in data management data-based storytelling government data collection and communications and homelessness-specific data needs and systems.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge skill and mental development equivalent to completion of four (4) years of college preferably with courses in business or public administration.
  • Requires three (3) years of progressively responsible administrative experience focused on data research or evaluation for a public or business organization.

Preferred Qualifications

  • Three (3) years of professional experience contributing to data initiatives to improve understanding of the impact of a program including identifying key stakeholders and research questions and collecting organizing analyzing interpretating reporting and presenting multifaceted data elements via written and/or statistical reports/documents.
  • Two (2) years of professional experience organizing planning executing and evaluating the development and ongoing use of a data warehouse.
  • Two (2) years of professional experience facilitating ongoing relationships and negotiations between partners around a shared data system requiring participation from many partners such as a Homelessness Management Information System or another database.
  • Two (2) years of professional experience in homeless services housing or homelessness advocacy homeless-dedicated housing programs homeless or housing research or technical assistance or a similar field.
  • Three (3) years of professional experience using verbal and written communication skills to clearly present technical information and training to both technical staff and non-technical end users.
  • Two (2) years of professional experience with project management with an understanding of project management principles and methodologies as well as experience with using the softer change management skills necessary to help stakeholders adapt adopt and benefit from changes.

Conditions of Employment

  • Requires ability to travel in the performance of duties with overnight stays as appropriate.
