Monday - Friday 8AM - 5PM HYBRID

The Facility Professional Services (FPS) Divisionprovides professional public works project management energy efficiency and facility planning services to effectively meet the needs of its customers in support of their service to Washington.

About the Opportunity:
As a Project Manager you will serve as the principal project manager and client advocate for assigned state facilities with multiple buildings within the Engineering & Architectural Services (EAS) Program. You will lead and coordinate all phases of design and construction for complex public works projects ensuring client needs are met through effective planning scheduling and cost control. This role includes supporting management with project assignments assisting clients with capital project planning and biennial budget development administering construction contracts and coordinating professional design services. You will also provide backup support to other project managers and actively practice and promote Lean principles to deliver efficient high-quality services that help reduce overall government operating costs.

Duties

Some of What Youll Enjoy Doing Includes:

  • Provide comprehensive project management for capital public works projects from development through design construction and closeout.
  • Assist client agencies with complex facilities issues and stewardship of assigned capital projects.
  • Support clients with technical guidance during capital budget development and planning.
  • Manage project budgets schedules planning efforts and implementation of design decisions.
  • Administer and manage construction contracts for multiple concurrent public works projects across state agencies.
  • Review and approve bid documents specifications cost estimates change orders and contract amendments.
  • Oversee construction activities for new construction and repair or alteration of existing facilities and infrastructure.
  • Resolve issues related to substantial completion project closeout punch lists and warranty claims.
  • Manage and contract for architectural and engineering services to support design bidding construction administration and closeout for complex state facility projects.
  • Review and approve design documents and cost estimates negotiate consultant fees per OFM guidelines and track project documentation throughout construction.

Qualifications

Required Qualifications:

  • Working knowledge of architectural/engineering design principles construction methods cost estimating and public works project and contract management including applicable laws codes and regulations.
  • Working knowledge of government organizational structures customer and stakeholder engagement and effective use of standard project management and office software tools.
  • Ability to adapt to changing environments; think strategically and tactically; interpret and apply policies; develop work plans and project management tools; and take ownership of programmatic and project responsibilities.
  • Ability to build and maintain effective working relationships with internal teams external agencies stakeholders elected officials and the public; lead multidisciplinary teams; and communicate clearly in writing and to large groups.

In addition to the above required qualifications a candidate must possess one (1) of the following education and/or experience options:

OPTION 1
  • Eight (8) years of demonstrated professional *experience in architecture engineering engineering design facility construction construction management construction administration or related field.
OPTION 2
  • Eight (8) years of combined education and/or *experience in architecture engineering engineering design facility construction construction management construction administration or related field.
OPTION 3
  • Bachelors degree with major study in architecture engineering engineering design facility construction construction management construction administration or related field from an accredited institution.
  • Four (4) years of professional *experience in architecture engineering engineering design facility construction construction management construction administration or related field.

Examples of the *experiencestated above are:
  • Leading capital or construction projects from design through completion with accountability for scope schedule and budget.
  • Reviewing and interpreting architectural engineering and construction documents to ensure feasibility quality and compliance with applicable codes permits safety and accessibility standards.
  • Preparing and managing cost estimates budgets schedules and long-term capital plans while coordinating contractors consultants and stakeholders.

Preferred Qualifications:
  • Registered Architect or Professional Engineer licensed in the state of Washington or in a state having reciprocity.
  • Experience with comprehensive and capital planning capital budget development and financial management including knowledge of OFM budget instructions and processes.
  • Knowledge of federal and state building energy land use and environmental regulations including SEPA code compliance and requirements for preserving public and historic resources.
  • Expertise in managing project documentation; performing QA/QC reviews constructability checks lifecycle cost analyses; and resolving construction claims and disputes.
  • Proficiency with design mapping and facilities technologies (e.g. AutoCAD GIS CMMS) sustainable building practices (LEED and Net-Zero) and procurement of government goods and services.
