Job Summary:

This position acts as technical consultant on Materials related matters both within ADOT and to Contractors and Suppliers.

This position manages the following laboratories statewide and technical areas: Phoenix Regional Lab Phoenix Area Lab Tucson Regional Lab Tucson Area Lab Globe Area Lab Prescott Regional Lab Kingman Area Lab Yuma Area Lab Cordes Area Lab Flagstaff Regional Lab Flagstaff Area Lab Holbrook Area Lab the Materials Specifications Writer and the Materials Source Specialist.

In addition this position manages all the ADOT Materials Subcommittee activities and assists some assigned Arizona Technical Training Institute (ATTI) activities.

This position may offer the ability to work remotely within Arizona based upon the departments business needs and continual meeting of expected performance measures.

Job Duties:

Manages and supervises professional subordinates performing complex engineering assignments and highly skilled technicians carrying out complex tests and performing mix designs. Provides leadership in all administrative activities of the work area including personnel administration purchasing equipment maintenance and records management.

Provides expert technical consultation on materials related matters to ADOT and to contractors and suppliers. Evaluates and implements new products and technology relative to test procedures and materials. Interprets and analyzes engineering data to determine acceptability of materials. Represents ADOT at meetings with FHWA Local Public agencies consultants and industry.

Writes and reviews complex an highly technical specifications test methods technical reports and policy directives. Writes correspondence and budget request. Coordinates responses to American Association of State Highway Transportation Officials (AASHTO) American Society for Testing and Materials (ASTM) and Product Evaluation and Audit Solutions (PEAS).

Represents Materials Group at technical design construction and staff meetings including local and out of state conferences and workshops. Visits construction work locations and field laboratories to assist in the resolution of problems and determine quality and status of work.

Knowledge Skills & Abilities (KSAs):

Knowledge of:
- Principles and practices of civil engineering as applied to the design and construction of highways.
- Soils soil mechanics pavement design bituminous materials bituminous mix design statistics materials testingstructures construction and materials quality characteristics as they relate to highway construction.
- Methods procedures and techniques used in the management of assigned resources and safety practices as they apply to laboratory testing.
- Federal and State regulations and policies and agency standards as they apply to the work area.

Skill in:
- Analyzing materials engineering data and reports.
- Leading managing and motivating people both in person and remotely.
- Formulating and identifying effective solutions to problems.
- Managing time effectively and performing under pressure.
- Negotiation and conflict resolution.
- Research and analysis techniques.
- Effective oral and written communication
- Various computer applications including Google Workspace and Microsoft Office.

Ability to:
- Plan and prioritize work assignments in order to meet the goals and objectives of the department and Regional Labs.
- To delegate effectively and fairly.
- Exercise considerable engineering judgment in dealing with new/non-routine situations.
- Formulate solutions within changing conditions.

Selective Preference(s):

Minimum 5 years of engineering experience plus a minimum of 3 years of supervisory and management experience.

Experience in highway materials testing and research.

Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current valid class-appropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R.11).

Arizona PE Licensure is required for this position. A candidate who holds an active PE in another state will be required to meet registration requirements set forth by the Arizona Technical Board of Registration and attain an Arizona PE from the Board within 6 months of employment start date.

Valid drivers license
