Primary Purpose:
Oversee the operation of multiple districtwide divisions. Support the superintendent in all areas of administrative decision-making and work toward achieving those decisions.
Responsible for the overall management of the districts human resources function. Lead the strategic planning and implementation of human resources to include professional and auxiliary staffing wage and salary administration leave administration performance appraisal development and administration employee relations and benefits. Recommend and implement legally sound and effective human resources management programs policies and practices.
Qualifications:
Education/Certification:
Masters degree in education administration
Valid Texas superintendent or principal certification
Special Knowledge/Skills:
Knowledge of district-level division operations
Knowledge of school law and hearing procedures
Knowledge of educational philosophy research strategies laws and policies
Knowledge of curriculum and instruction theory and practical application
Skill in leading efforts to design implement measure and improve educational programs and services
Ability to manage strategic change for the organization
Ability to interpret policy procedures and data
Ability to manage budget and personnel
Strong communication public relations and interpersonal skills
Experience:
5 years of successful experience in educational leadership roles
Major Responsibilities and Duties:
District Management
- Create and execute plan for human resources in alignment with district core values as adopted by the board and the districts strategic plan. Identify current and future needs of the district and align processes and procedures including recruitment selection onboarding professional and leadership development training evaluation and retention strategies.
- Determine the HR training needs throughout the school district and develop and plan training programs to meet the established needs. Implement both ongoing and special interest training programs.
- Direct the planning development coordination and evaluation of operations of the human resources department including establishing department goals and objectives.
- Direct and monitor employee performance appraisal system and ensure that supervisors have proper training. Assist supervisors and principals with employee counseling improvement plans and due-process procedures where needed.
- Select train supervise and evaluate HR staff and make sound recommendations relative to assignment retention discipline and dismissal.
- Establish and manage partnerships with post-secondary institutions to ensure staff certification opportunities and strengthen teacher and administrative pipeline initiatives.
- Provide organizational leadership to assigned departments and programs as directed by the superintendent.
- Assist the superintendent in the daily operation of the school district.
- Serve as acting superintendent in the superintendents absence.
- Attend board meetings and make presentations when appropriate and/or requested.
- Develop recommend implement and evaluate long-range plans and projects as directed by the superintendent.
- Serve as the districts Title IX Coordinator. Responsible for the training and overall implementation of the districts Title IX Program.
- Oversee the districts risk management program related to human resources (i.e. workers compensation FMLA etc.)
- Serve as the districts McKinney-Vento Homeless Liaison. Establish and manage procedures to ensure the identification of homeless children and youth. Implement and fully integrate processes into the school setting that offer appropriate support as authorized under the McKinney-Vento Homeless Education Act.
- Work collaboratively with the Director of Curriculum and Instruction to direct and implement the districts Teacher Incentive Allotment program.
- Oversee development of the districts appraisal calendar.
Compensation and Benefits
- Develop implement administer and monitor procedures for salary administration and placement of new hires.
- Directthe administration of the districts compensation program including job descriptions salary surveys and position reclassifications.
- Oversee the management of the districts leave health insurance optional employee benefits workers compensation and unemployment compensation benefit programs including overseeing relationship with insurance vendors and third-party administrators.
- Develop and update district pay structures and stipend schedules.
- Develop document and implement procedures for administering the districts pay practices and ensure that procedures for placement of newly hired employees and employees who change assignments are applied consistently. Streamline processes to ensure efficient and effective operations.
- Calculate salaries for new hires and assignment changes.
- Work with other HR staff and supervisors to ensure accurate job descriptions for all district positions. Conduct job analysis to determine appropriate salary levels according to compensation guidelines. Review jobs to determine FLSA exemption status.
- Coordinate the annual salary change process and monitor adjustments to ensure accuracy.
- Investigate and respond to salary review requests from district personnel.
- Analyze and interpret data to determine competitiveness of district salaries. Identify and recommend appropriate changes.
- Analyze compensation policies in relation to wage and hour regulations and recommend changes as appropriate.
- Participate in compensation surveys. Conduct surveys as need to collect market data.
- Work cooperatively with others to develop compensation budgets based on staffing projections.
Policy Reports and Law
- Assist superintendent in the development maintenance and use of information systems and records necessary to show progress on performance objectives that address excellence indicators campus improvement plans and district long-range plans.
- Ensure implementation and compliance of policies established by federal and state law State Board of Education rules and local board policy.
- Assist the superintendent with governmental relations working with area state and national legislators to gather data and information to assist in interpreting the impact of legislation on the district.
- Assist superintendent to ensure administration is aware of developments and changes in state federal and local laws affecting education.
Personnel Management
- Conduct investigations related to allegations of misconduct or impropriety by district staff as requested by the superintendent.
- Oversee the assignment or reassignment of personnel.
- Oversee employment contracts and the administration of contract renewals.
- Select train evaluate and supervise department staff and make recommendations relative to assignment retention discipline and dismissal.
- Develop training options and improvement plans for department staff to enhance the effectiveness of department operations.
Communication and Community Relations
- Facilitate communication and collaboration among assigned department personnel district personnel and campus administrators to enhance service delivery program development and customer satisfaction.
- Maintain a high degree of visibility within the community and school district.
- Demonstrate awareness of district and community needs and initiate activities to meet those needs.
- Represent the superintendent and district before school and community groups and governmental bodies as requested.
- Advise and provide information to the superintendents staff Board of Trustees district administrators and others as necessary.
Other
- Comply with policies established by federal and state law State Board of Education rules and local board policy.
- Compile maintain file and present all reports records and other documents as required.
- Follow district safety protocols and emergency procedures.
Supervisory Responsibilities:
Supervise evaluate and recommend the hiring and termination of personnel in assigned departments.
