EIPS is recruiting a full-time Safety and Compliance Supervisor with our Student Transportation department.

Elk Island Public Schools Central Services building is located in Sherwood Park at 683 Wye Road. Providing services for the Division Central Services is comprised of eight departments in addition to the Board of Trustees. The departments include Education Executive Communication Services Facility Services Student Transportation Human Resources Financial Services Supports for Students and Information Technologies. Central Services is staffed by 190 employees.

JOB SUMMARY

The Safety and Compliance Supervisor is responsible for ensuring legislative compliance and safety of transportation operations for Elk Island Public Schools (EIPS) . The position oversees and supports the effective operations of the EIPS driver training school which involves providing training to bus operators and students meeting legislative requirements and promoting safety awareness in schools and the community. The Safety and Compliance Supervisor manages legislative compliance for all Division School Owned Units and Contracted Bus Operators (CBOs) and conduct s associated National Safety Code (NSC) audits highlighting and addressing any safety concerns . The position leads a team and fosters a collaborative respectful and efficient work environment that contributes to the departments overall success.

KEY RESPONSIBILITIES

Compliance Management

        • Ensure legislative compliance with the Division School Owned Units and Contracted Bus Operators (CBOs) by tracking monitoring and enforcing adherence to relevant laws and regulations
        • Maintain awareness of legislative requirements for the EIPS driving school and ensure compliance with operations and training.
        • Conduct NSC audits of CBO and School units for safety contract and legislative compliance and provide notices of corrective action (s) as required.
        • Complete AB Education transportation route assessments annually submit results and documented corrective action(s) to secure grant funding.

        Daily Operations Safety Management

              • Conduct safety assessments of bus stop locations and school sites to identify potential hazards and ensure the safety of students staff and contractors.
              • Address safety concerns on bus routes by implementing necessary changes such as adjusting bus stop locations or improving signage.
              • Manage the EIPS Carrier Profile for division-owned commercial vehicles including maintaining accurate records and documentation for all vehicles in the fleet.
              • Oversee the EIPS Safety & Maintenance Program for NSC vehicles to ensure regular inspections maintenance and repairs.

              Incident and Accident Investigation

                    • Notify the Finance department to report accidents and incidents for insurance purposes and provide related documentation.
                    • Conduct detailed investigations of accidents and incidents documenting the process and findings.
                    • Manage insurance claims directly with the insurance company and provide required documentation including investigation findings for timely resolution.
                    • Review complaints and collision information to determine the need for driver re-training based on identified issues.
                    • Investigate safety-related complaints and take appropriate corrective action to address concerns or driver behavior.

                    Training and Education

                    • Manage the effective operations of the EIPS driver training school including ensuring compliance with legislation and standards and leading a team in the delivery of training.

                      • Instruct the Class 2-S driver training program for new Bus Operators and deliver other driver training and safety programs .
                      • Provide bus evacuation training for CBO drivers and EIPS staff.
                      • Educate CBOs and EIPS staff on laws and regulations regarding school bus operation and traffic safety.
                      • Evaluate and update EIPS driver training programs to align with current standards legislation and address emerging safety concerns.
                    • Lead the development and delivery of student education programs and oversee bus evacuation practices to enhance safety awareness and preparedness among students staff and the community.

                    Communication and Collaboration

                    • Assist with student registration and provide coverage for dispatch when necessary to ensure smooth operations and timely transportation services.
                    • Maintain effective working relationships with stakeholders including contractors and municipalities.
                    • Attend School Bus Safety and Student Transportation Association of Alberta meetings to stay updated on new requirements and legislation.
                    • Provide safety-related topics for review and implementation at CBO Drivers Safety Meetings fostering continuous improvement in safety practices.
                    • Share school bus safety information through social media and community outreach.


                    QUALIFICATIONS

                    Education:

                    • Degree or Diploma in a related field or equivalent experience.
                    • Alberta Driving Instructors License is specifically required for Class 2S (Senior Instructor status).
                    • Accident and Collision Investigation Training.

                    Experience:

                    • Minimum Required: Five years experience in student transportation or related field.
                    • Preferred: Seven years of experience in student transportation or related field.

                    Knowledge Skills and Abilities

                    • Knowledge of Alberta Government legislative and regulatory requirements for transporting students school bus operations routing and driver training school policies.
                    • Qualified /certified to instruct schedule conduct and evaluate Class 2 road tests.
                    • Knowledge and experience in developing and delivering training presentations and effective programming.
                    • Strong understandingof the National Safety Council compliance requirements.
                    • Knowledge of funding and grants for student transportation and driver training programs.
                    • Knowledge of commercial vehicle insurance requirements and enforcement regulations .
                    • Excellent organizational and time management skills.
                    • Effective communication and interpersonal skills to maintain effective working relationships.
                    • Attention to detail and ability to conduct thorough investigations.
                    • Ability to analyze data and make informed decisions.
                    • Ability to adapt to changing requirements and prioritize tasks effectively.
                    • Strong written and verbal communication skills.
                    • Proficient in Microsoft Office Suite web-based applications and emerging technology.

                    Qualifications Certifications or Designations

                    • Certification in Safety Supervision and Special Needs Transportation from the National Association of Pupil Transportation (NAPT) .
