Fiscal Analyst 2 - (In-training option)

The Washington State Office of Superintendent of Public Instruction (OSPI) seeks to fill a Fiscal Analyst 2 (in-training option). This full-time permanentposition is based in Olympia Washington. After onboarding/training is complete this position may be eligible for partial telework. Telework is a combination of in-building and off-site days. Position Overview

This position reports to the General Accounting Manager and is responsible for exercising independent judgement in determining the appropriate application of rules and regulations (RCW WAC SAAM) in the following areas: interfacing with multiple systems; general accounting and customer service program development and payment processing.


Key Responsibilities

Payment Processing

Tasks include:

  • Verifies correctness of requested payments and amounts
  • Research questions from Team Partners and Vendors
  • Creates and processes payment batches using AFRS Excel and Toolbox


Provides General Accounting Support and Customer Service

Tasks include:

  • Research and respond to customer inquiries
  • Provides backup to accounting staff
  • Miscellaneous - Other duties as assigned


Process Improvement

Tasks include:

  • Support Fiscal Staff in implementing new financial tools
  • Help develop and provide support for organization-wide program improvements

Program Development Power Apps

Tasks include:

  • Support Fiscal Staff in implementing and managing process improvements.
  • Help develop organization wide program improvements


Required Qualifications we are looking for the following skills and experience (these are typically acquired over a two-year period working in a financial setting):

Customer Service:

Experience responding to customer emails

Experience providing in-person customer service to resolve questions and problems

Experience working with vendors on billing issues

Excel:

Create Spreadsheet

Formulas

Pivot Tables

Electronic record keeping:

Experience maintaining records according to policy

Depositing / cash handling:

Experience with Form Auditing for completeness

Experience with authentic checks recognition

Experience with online electronic check depositing

Basic Accounting Knowledge:

Experience with Debits and credits

Accounts Receivable:

Experience posting payments to electronic software

Experience generating billings

Experience with YTD balances and Statements

Accounts Payable:

Experience with auditing payments to contract - historical records

Experience with auditing to Purchase request

Experience reconciling Visa Charges/Chargeback

General Ledger Reconciliation experience

Experience with account balancing

Experience pulling and manipulating data

Experience with discrepancy research


Working with a Team:

Experience coordinating duties / schedules

Experience with professional communication with team members/co-workers in-person and virtually

Compensation
The annual compensation for the position is $53136 $71472 per year and depends upon experience educational background and qualifications. Geographic differentials may be applied based on work location of successful candidate. Washington State offers a generous benefit package including health dental and life insurance retirement and an optional deferred compensation program.
