POSITION OVERVIEW
In support of DTRAs IT systems assist DTRA in monitoring the implementation of IT solutions. We are seeking a Senior PPBE / Financial Analyst with expert-level knowledge of Wide Area Workflow (WAWF) hands-on experience processing invoices and proven expertise in managing financial trackers (EAC ODC/HWSW spend plans). The analyst will provide end-to-end PPBE support across planning programming budgeting and execution for multiple DTRA IT programs (e.g. Catapult IMAX MIT I3TS MARMS) partnering with CORs TPOCs and government stakeholders to ensure compliant timely execution and audit-ready records.
JOB RESPONSIBILITIES:
- Advisory PPBE Support: Provide financial planning programming budget execution and integration support to assigned activities and projects; prepare BES/POM inputs rephasing analyses and execution strategies.
- Budget Documentation & Plans: Draft and refine budget narratives spend plans funding profiles and schedules; maintain EAC trackers for multiple TOs; update expenditure forecasts and burnrates.
- Funding Approvals & Audit Readiness: Prepare and coordinate RIP/TAR/CIO approval requests PR/ETFO support packets backup documentation at CLIN level; sustain audit-ready repositories for invoices obligating documents monthly reporting and R&A artifacts.
- Spend Plan Execution & Variance Analysis: Monitor spend plans to ensure proper allocation obligation and timely expenditure; analyze variances to resolve discrepancies and recommend corrective actions.
- Invoice Processing (WAWF): Download review and document monthly invoices in WAWF; coordinate COR approvals; reconcile with DAI All Obligations Reports; iterate invoice backup templates to reduce payment cycle time.
- Financial Tracking & Reporting: Maintain internal financial databases manage ODC HW/SW tools purchase tracking and produce well-written reports/presentations for senior leadership.
- Stakeholder Coordination: Provide status updates to COR TPOC and government leaders; contribute to working groups PMRs and requirements reviews across Catapult/IMAX MIT/I3TS/MARMS.
- ULOs & Reconciliations: Assist with management and reconciliation of Unliquidated Obligations (ULOs); drive reductions aligned to OSD execution goals.
- Records & Compliance: Organize SharePoint/Teams folders for continuity; sustain R&A documentation; support audit taskers (preaudit lists artifact submissions).
- Other PPBE Duties: Support BOM/ODC validations tool spend plan reviews and EAC creation for new activities; respond to adhoc taskers and data calls
Required Qualifications:
- Expertlevel knowledge of Wide Area Workflow (WAWF)
- 10 Years of experience processing invoices and managing financial trackers (EAC burnrate ODC HW/SW metrics).
- 3 years of experience using DAI All Obligations Reports and ATMS for request/approval flows.
- A MA/MS degree OR 15 years of demonstrated experience performing the requirement and a BA/BS
- Top Secret clearance with SCI eligibility
- Must be a U.S. Citizen
