SUMMARY: The Assistant Director is a key leadership role responsible for the planning design construction operation and maintenance of the Tribes built environment infrastructure and utilities. This position serves as the Tribes primary Construction Manager leading multidisciplinary teams through the full lifecycle of complex projects including new construction remodeling and renovation of buildings facilities roads and utilities. The Assistant Director provides high-level technical expertise manages professional consultants and A&E firms and supports the Director with departmental administration and staff performance management. This position functions as the Planning and Community Development Director in the Directors absence.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Other duties may be assigned.

Construction & Project Management

Project Lifecycle Leadership: Lead the Project Management Team from initial feasibility studies and design deliverables through construction final inspection and project close-out.

Procurement & RFP Preparation: Prepare comprehensive Requests for Proposals (RFPs) and Requests for Qualifications (RFQs) for construction and professional consulting services.

Technical Inspection: Conduct visible inspections of buildings and underground infrastructure to identify deficiencies; ensure work meets plans specifications safety standards and building codes.

A&E & Consultant Oversight: Manage and direct the activities of architects engineers and consultants throughout the project duration to ensure adherence to schedule and scope.

Contract Administration & Management

Contract Generation: Lead the development and drafting of complex construction contracts and professional services agreements in coordination with the Legal Department.

Administration: Administer and monitor construction contracts to ensure that costs timing and specific contract requirements are met.

Change Management: Evaluate and negotiate change orders manage contract modifications and resolve contract disputes to protect the Tribes interests.

Financial Review: Review construction invoices and verify progress before recommending payment; ensure federally funded projects comply with payroll and reporting requirements.

Regional Planning & Tribal Representation

Transportation & Housing: Represent the Tribe in regional planning efforts and committees focused on transportation housing and infrastructure initiatives.

Inter-Agency Coordination: Collaborate with local state and federal agencies to coordinate infrastructure initiatives and address community development needs.

Policy Advocacy: Advocate for the Tribes interests in regional planning forums to ensure alignment with Tribal goals and sovereignty

Director Support & Staff Performance

Performance Management Support: Support the Director in managing and evaluating staff; provide input on performance reviews identify staff development needs and foster a productive work environment.

Acting Leadership: Function as the Planning and Community Development Director and assume all departmental authority and responsibilities in the Directors absence.

Emergency Operations: Develop and implement emergency and contingency operations plans for utilities and facilities supporting the Tribes Emergency Management Program.

SUPERVISORY RESPONSIBILITIES: This position has no supervisory responsibilities

QUALIFICATIONS: To perform this job successfully an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE: Preferred: Masters degree in civil engineering Architecture Construction Management Public Administration or a related field plus five years of professional experience in leadership and large-scale budgeting. Minimum: Bachelors Degree in a relevant field (Engineering Architecture etc.) with five to ten years of progressive experience in public works facilities management or construction project management. Substitution: Significant related work experience (10 years) and/or specialized trade school may substitute for degree requirements. Technical Expertise: Deep understanding of construction principles (foundations plumbing electrical HVAC) engineering principles and resource management. Software Proficiency: Skilled in the use of specialized project management asset management and standard office software such as spreadsheets and word processing. Communication: Ability to write clear and concise reports memorandums and committee actions; capable of giving presentations to the Tribal Council. Regulatory Knowledge: Strong working knowledge of Tribal and Federal laws environmental regulations and safety standards.

LANGUAGE SKILLS: Ability to read and interpret documents such as safety rules operating and maintenance instructions and procedures manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of the organization.

MATHEMATICAL SKILLS: Ability to add subtract multiply and divide using whole numbers fractions and decimals. Ability to compute rate ration and percent and draw and interpret bar graphs.

REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written oral diagram or schedule form.

CERTIFICATES LICENSES REGISTRATIONS: Professional Engineer (PE) License: Possession of a valid Professional Engineers license in the State of Washington is highly preferred.

PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job: The employee is frequently required to sit and use hands to finger handle or feel. The employee is occasionally required to stand walk reach with hands and arms climb or balance and stoop kneel crouch or crawl. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required include close vision peripheral vision and the ability to adjust focus.

WORK ENVIRONMENT: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Most work is performed in an office setting; however considerable fieldwork is required which may involve exposure to extreme weather conditions. The employee will occasionally be required to work near moving mechanical parts and in or around fumes or airborne particles. The noise level in the work environment is usually moderate.
