Description

HPM is seeking an experienced Project Engineer 2 or 3 reporting to our Englewood CO headquarters. This position assists project management team to expedite the delivery of materials estimates and processes change orders prepares monthly pay requests and shop drawings. This requires a minimum of 5 years of experience in the construction industry and must be capable of leading a $5M - $15M project.

Pay:$80000 - $110000 annually DOE

Duties/Responsibilities:

Safety

  • Proactively places a high priority on safety at all times and asserts that priority whenever and wherever needed

  • Assists Project Manager with implementation and enforcement of HPM and project specific safety plans

Participates in weekly site safety inspections documents identified issues and reports results

Quality

  • Facilitates the work plan development process

    • o Has the ability to evaluate and recommend improvements to work-packs.

    • o Incorporates expertise of others in a collaborative manor in order to generate high quality work plans

    • o Facilitates the quality control program for HPM in a way that ensures compliance with the contract

  • Manages the maintenance of record documents such as testing and inspections progress photographs etc.

  • Assists Project Superintendent with walkthrough inspections

Compliance

  • Assists Project Superintendent with implementation and enforcement of HPM and project specific stormwater management plans

  • Manages other project specific compliance requirements as required

Scheduling

  • Attends weekly coordination meetings as required

  • Attends training in HPM scheduling technique and philosophy

  • Manages the development and monitoring of project schedules

  • Prepares monthly schedule updates and reports for contract compliance

  • Coordinates and tracks and ensures that project schedule includes all activities relative to:

    • o Subcontractor and supplier buyout

    • o Submittals shop drawings and approvals

    • o Delivery of materials and mobilization of subcontractors

Project Administration

  • Leads the management of project-selected project management software (e.g. Procore RMS etc.)

  • Prepares and submits owner pay applications on a monthly basis

  • Ensures asbuilt documentation is maintained on site

  • Attends/Leads and maintains meeting minutes of regular OAC meetings

  • Manages permitting and occupancy certificate processes

  • Manages the document control process to ensure everyone is building from the correct set of documents and information

  • Manages the process of preparing tracking and distributing RFIs submittals and transmittals as required

    • o Tracks all project and project document revisions and maintains revision control logs

    • o Receives researches organizes submits tracks and ensures timely resolution of Requests for Information for all trades and suppliers

    • o Ensures distribution of RFI responses and change documents to all affected trades and team members

    • o Is responsible for the complete submittal and shop drawing process including:

      • Organizing scheduling submitting and tracking

      • Performing or obtaining thorough internal review of all submittals and shop drawings before submittal to the architect for approval

      • Ensuring timely review and return including resubmittal if necessary to facilitate timely production delivery and/or installation of work

      • Distribution of approved documents to all affected trades

  • Manages the project closeout process including:

    • o Sets up and manages the Buildr site for the project

    • o Organizes and manages the document collection and assembly portion of project closeout including asbuilt drawings and specifications project and contract document revisions O&M manuals warranties RFIs and other required items

    • o Ensures timely delivery and documented receipt of closeout documents as well as required extra material and spare parts

    • o Ensures timely scheduling execution and documentation of owner training

Cost Control

  • Establishes the process for collection and analysis of cost data required to monitor project budgets and progress

  • Establishes goals for low cost operations

  • Reviews cost coding activities for all contract expenditures

  • Manages quantity tracking system

  • Prepares monthly cost report and forecast for review with Project Manager

  • Recognizes risks to cost and schedule and communicates those risks timely

  • Leads project cost/production meetings

    • o Maintains benchmarking and past cost integrity through proper accounting

    • o Understands production rates and how they affect cost and schedule

  • Creates cash flow projections as part of month end process

Procurement/Tracking

  • Creates purchase orders and drafts sub/vendor contracts for review by Project Manager

  • Ensures that materials are ordered received and inspected for contract compliance prior to incorporation

  • Approves subcontractor and vendor pay applications

  • Manages procurement log

  • Manages procurement responsibilities as established for specific projects

Field Execution

  • Supports field staff as necessary

Contract Administration

  • Reads and is familiar with all construction and contract documents and changes including:

    • o Owner contract agreement and general conditions

    • o Plans project manual all specifications and geotechnical reports

    • o Subcontracts and material contracts

  • Recognizes issues that are changes to the contract notifies the Project Manager of these changes and is able to track costs facilitate resolution and/or procure compensation for these changes

  • Leads the documenting and tracking of change events in Procore

  • Prices changes for the Owner

  • Processes owner and subcontractor change order requests and change orders

  • Ensures that all changes are evaluated for their impact on the project schedule and costs

  • Understands and facilitates resolution for issues that are changes to the contract

  • Performs and incorporates Time Impact Analysis as required

  • Teaches principles of subcontract writing and negotiation and prepares complex subcontracts for execution

  • Develops processes and ensures timely delivery the coordination and tracking of:

    • o Subcontractor and supplier buyout

    • o Submittals shop drawings and approvals

    • o Delivery of materials and mobilization of subcontractors

  • Processes owner and subcontractor change order requests and change orders with sophistication including:

    • o Negotiates changes or claims to successful resolution

    • o Mitigating subcontractor requests for changes in a fair manor

    • o Pricing and negotiating change orders is a way that is compliant with the contract and comprehensive enough to cover all costs

  • Leads subcontractor and supplier scope analysis and meetings

Qualifications

Minimum Qualifications:

  • Undergraduate degree in construction management construction engineering or a related degree; or comparable work experience
  • At least 5 years of experience in commercial civil and/or federal construction industry
  • OSHA 10 certification

Preferred Qualifications:

  • OSHA 30 certification
  • USACE CQM certification

Basic Requirements:

  • Must be a US citizen due to federal contractor requirements in order to obtain top security clearance.
  • Must be over the age of 18 to apply.
  • A valid drivers license and satisfactory driving record is required as per company standards.
  • Excellent verbal and written communication skills.
  • Detail-oriented with strong organizational skills adept at prioritizing and multitasking in fast-paced environments.

  • Solid computer skills including proficiency in MS Office (Word Excel & Outlook) and Bluebeam with a willingness to adapt to new software. Experience with Procore Microsoft Project and scheduling tools are a plus.
  • Solid understanding of quantity tracking and how it relates to production and budget.
  • Collaborative team member capable of autonomously achieving deadlines goals and objectives.
  • Ensure consistent and punctual attendance demonstrating reliability and regularity.
  • Complete tasks within designated deadlines during standard operating hours and be available for overtime and weekend work as necessary.
  • Work safely and efficiently adhering to both oral and written instructions including safety protocols equipment guidelines and company policies.
  • Sit stand and/or walk for extended periods of time.
  • Ability to lift 25 pounds frequently.
