The Opportunity

WSDOT is seeking an experienced Professional Engineer to provide technical expertise and leadership in Spokane WA. As a Licensed Professional Engineer you will assist the Project Engineer and serve as a team lead in their absence overseeing engineers and technicians in the delivery of transportation projects that support public safety and mobility. This position plays a key role in advancing projects that are environmentally responsible operationally sound and fiscally sustainable for long-term construction maintenance and operation.


What to Expect

Among the varied range of responsibilities held within this role the Assistant Project Engineer will:

  • Empower and support a large and diverse staff with a thorough knowledge of WSDOTs personnel management policies and procedures to include employee development and recognition with a focus on Core Values and Culture performance plans and corrective action plans.
  • Project delivery tools to deliver projects on time and within budget successfully; administer WSDOT contracts policies and guidelines to manage and monitor project-level budgets effectively and to successfully negotiate/mediate contractual agreements and disputes.
  • Use a Professional Engineering license to make engineering decisions and seal contract documents.
  • Communicate negotiate and partner with a variety of individuals both internal and external to the agency.
  • Work across boundaries build and sustain effective teams form partnerships with other governmental agencies and external groups lead change processes and evaluate and implement process improvements.


Qualifications

To be considered for this opportunity the following are required:

  • Professional Engineering Licensure and Stamping Authority: Registration as a Licensed Professional Civil Engineer or ability to obtain within one year with demonstrated knowledge of appropriate use of professional engineering license and stamping authority.
  • Ethical Application of Professional Engineering Judgment:Demonstrated ability to apply professional engineering judgment and exercise stamping authority in compliance with Executive Order E 1010.02 professional standards and agency policies.
  • Transportation Engineering Technical Knowledge: Demonstrated knowledge of transportation engineering practices standards and technical procedures applicable to highway design and construction.
  • Multidisciplinary Engineering Integration: Understanding of multiple engineering disciplines including traffic geotechnical structural hydraulics environmental and materials engineering and the ability to integrate these disciplines into project delivery decisions.
  • Design and Construction Engineering Expertise: Demonstrated knowledge of transportation engineering principles across both design and construction phases ensuring projects are environmentally responsible operationally efficient and cost-effective.
  • Oversight of Complex Project Deliverables: Ability to lead and oversee the development review and approval of complex transportation design and construction deliverables to ensure compliance with standards scope and quality expectations.
  • Construction Site Awareness and Physical Capability: Ability to safely access and navigate heavy highway construction sites including walking on steep or uneven terrain and identifying potential hazards.
  • Contract Interpretation and Administration: Ability to interpret plans specifications and contract documents to make sound defensible project construction and contract administration decisions.
  • Project and Resource Management: Ability to manage teams schedules and resources to deliver projects within approved scope schedule and budget.
  • People Leadership and Talent Development: Proven leadership experience managing multidisciplinary teams including mentoring staff supporting performance management and contributing to employee development.
  • Inclusive Workplace Leadership: Experience contributing to a work environment that fosters respect inclusion and equal opportunity consistent with WSDOTs core values and culture.

It is preferred that qualified candidates also have:

  • Complex Highway Construction Project Management:Demonstrated experience managing complex highway construction projects including advanced contract administration dispute resolution and risk management.
  • Senior-Level Multidisciplinary Team Leadership:Experience leading multidisciplinary engineering teams in a supervisory or senior lead capacity particularly on large complex or high-visibility transportation projects.
  • Executive and Stakeholder Communication:Demonstrated ability to communicate complex technical information clearly and effectively to executive leadership non-technical stakeholders and community audiences.
  • Process Improvement and Organizational Effectiveness:Experience contributing to or leading process improvement initiatives that enhance project delivery efficiency quality or overall organizational effectiveness.
