Job Summary

Function: The Director of Grants and Multi-Tiered Systems of Support (MTSS) provides strategic leadership fiscal oversight and operational coordination for district grant-funded initiatives (excluding Title III and IDEA) and MTSS programming. This role ensures compliance with federal and state regulations while maximizing the impact of grant resources to improve academic achievement and access to support for all students. The Director is responsible for the planning implementation monitoring and evaluation of federal grantsincluding Title I Title II Title IV and 21st Century Community Learning Centersand serves as the district lead for MTSS including academic interventions early childhood supports McKinney-Vento services parent and family engagement and private school consultation. The Director of Grants and MTSS reports directly to the Superintendent of Schools. Essential Functions:Grant Oversight & Fiscal ManagementProvide district-wide fiscal oversight and coordination of all federal and state the development submission implementation and monitoring of:Title I Part ATitle II Part A (in consultation with the Director of Curriculum and Development)Title IV Part A (in consultation with the Director of Curriculum and Development)21st Century Community Learning Center grantsEnsure grant budgets align with district strategic priorities approved plans and allowable uses of expenditures staffing contracts and timelines to ensure fiscal integrity and with district finance payroll and purchasing departments to ensure accurate coding reporting and auditing of grant documentation for monitoring visits audits and compliance Leadership & Program Coordination (Title I & IV)Experience serving in a district-level leadership with 21st Century Community Learning Centers (Title IV Part B).Demonstrated expertise in evidence-based academic and behavioral intervention strategies including MTSS/RTI frameworks to improve student overseeing district progress monitoring assessments including Renaissance STAR and CBM measurements to inform instruction and program data analysis project management and compliance commitment to ensuring access and opportunity for all students through continuous Supports & Family EngagementMaintain all required federal grant documentation to demonstrate compliance with program and fiscal requirements including comparability time and effort reporting and ranking and eligibility determinations in accordance with ESSA and applicable federal cost McKinney-Vento programming and compliance ensuring identification enrollment transportation and support services for students experiencing the Parent Engagement Coordinator in monitoring parent liaisons and family engagement initiatives to strengthen home-school timely and meaningful consultation with eligible private schools maintain required documentation and comply with equitable services requirements. Provide equitable services to eligible private school students teachers and families under Titles I II and IV including academic support professional development and parent and family engagement activities designed to improve educational equitable services concurrently with public school services and maintain completed Private School Selection and Affirmation of Consultation forms as equitable participation of private school teachers (serving participating students) in professional development and family engagement activities under Titles II and title control and administrative responsibility for all materials equipment and property purchased with federal funds and monitor appropriate use at private school sites in accordance with Monitor program effectiveness for targeted student populations including economically disadvantaged students multilingual learners students with disabilities and students experiencing Monitoring & Continuous ImprovementUse student outcome data program data and fiscal data to evaluate the effectiveness of grant-funded continuous improvement cycles including needs assessments root-cause analysis and program reports and presentations for district leadership the school committee and state alignment between MTSS implementation grant activities and district strategic Collaboration & SupervisionSupervise grant-funded staff MTSS personnel and program with principals instructional leaders special education student support services and community professional learning related to MTSS implementation intervention practices and grant-funded as a key advisor to district leadership on funding strategy sustainability and program collaboratively with fellow district directors and school-based leaders to ensure alignment coherence and shared accountability across grant-funded initiatives MTSS implementation and district as district administrative liaison to early childhood coordinators supporting program alignment and collaboration across early learning other duties and responsibilities as may be assigned and are consistent with this position.Critical Skills Experience and Knowledge:Demonstrates strategic and systems thinkingDemonstrates knowledge of fiscal management and complianceStrong knowledge of MTSS and intervention designDemonstrates data-driven decision-making Demonstrates the ability to maintain experience supervising staff Demonstrates strong customer service skills and the ability to interact patiently and positively. Ability to prepare and maintain accurate records and to establish and maintain cooperative working relations with the public and strong communication skills orally and in writing. Ability to understand and follow oral and written instructionsAbility to work accurately and efficiently with attention to detail while following established to work independently and demonstrate strong decision-making skills.Minimum Required Qualifications:Masters degree in Education Educational Leadership Public Administration or related field (required).Minimum of 5 years of experience in education with demonstrated experience in:Federal grant managementFiscal oversight and budgetingMTSS or intervention systems and managementRI Teaching or Building Level CertificationStrong knowledge of ESSA Title I Title II Title IV and McKinney-Vento ability to manage complex initiatives across multiple schools and in using computer-based systems including but not limited to Google and Microsoft products. Valid drivers license and reliable transportation.Preferred Qualifications:Experience serving in a district-level leadership with 21st Century Community Learning Centers (Title IV Part B).Demonstrated expertise in evidence-based academic and behavioral intervention strategies including MTSS/RTI frameworks to improve student data analysis project management and compliance commitment to ensuring access and opportunity for all students through continuous improvement.
