MAJORRESPONSIBILITIES AND DUTIES
Treasury Services
- Record bank financial transactionsin accordance withGASB and TEA Financial Accountability System Resource Guide (FASRG) developing the most efficient andaccuratemethods of data entry.
- Coordinate the bank depository bid process including evaluationselection andsubsequentbi-annual renewal process with District personnel Depository and TEA.
- Determineand implement enhanced banking services as primary contact with Depository and District personnel.
- Ensure District investment policies reporting and investment transactionscomply withthe Public Funds Investment Act (PFIA).
- Initiatefundand record all investment transactionswith Investment Pools and approved Broker/Dealers
- Monitor Investment Pool interest rates to ensure maximum investment earnings for excess funds;record investment earnings andreconcile InvestmentPortfoliomonthlyand preparePFIArequiredquarterlyBoardInvestmentreport.
- Diversify investment portfolio and maximize investment earnings by evaluating instruments and opportunities thatcomply withthe District Investment policies as a member of the Investment Committee that includes the Superintendent CFO and Director of Finance.
- Review and post bi-weekly and monthly payroll files to general ledger in compliance with Audit funding for payroll transactionsand upload checkfiletobank.
- Record revenues expenditures and Stop Loss reimbursements for Internal Service Funds (WC HI FSA and IHB funds) in conjunction with Director of HR Employee Benefits.
- Record reconcile and prepare monthlyBoard and annual Auditreports for District property tax collections.
- Assistin the annual budget preparation process by providing estimates and analyses for property taxservices outstandingdebtand revenues.
- Prepare schedules andexhibitsfor the KISD Annual Budget document.
- Administer 403(b) and 457(b) retirement plans including liaison withPlanadministrators and District employees employment verifications employee payroll deductions reconciling uploadingand remitting payroll deductions in compliance with state and federal(IRS)guidelines.
- Monitorweeklyreconciliationandrecording ofpayment ofePayablemerchantstatementand perform these processes when funding for all disbursements of funds.
- Monitor the payment of the semi-annual bond debt obligations including reconciling escrow agent invoices to debt schedules andensurefunds areremittedtimely.
Training
- Prepare year-end journal entries reconciliationsschedulesand reports for annual audit as needed specifically for outstanding debt property tax collectionscashand investments working closely with external auditors.
Records and Reports
- Assistwithcompilationof information for a comprehensive budget document.
- Assist in the preparation of the Comprehensive Annual Financial Report for submission tothe Government Finance Officers Association(GFOA)andthe Association of School Business Officials(ASBO).
- Prepare budget amendment Board Agenda items.
- Prepares and/or post budget amendment requests journal entries and budget adjusting entries including post district funding requests.

- Maintain confidentiality.
- Develop andmaintainsystems for retrieval of information in support of all programs; compilemaintain file and secure all physical and computerized reports records and other required documents.

QUALIFICATIONS:
Education/Certification:
- Bachelors Degreein Business Finance or related fieldorequivalent combination of educationandwork-relatedexperience
Experience:
- Three(3) yearsofsuccessful experience in accounting
- Public schooldistrict experience (preferred).

- Knowledge of governmental accounting and auditing principlesestablishedby the Governmental Accounting System Board (GASB)
- Knowledge of computerized accounting systems
