This position is located in DOTDs Headquarters (HQ) Human Resources Office and serves as the Departments Recruitment and Selection Specialist. In this role you will help shape how DOTD attracts evaluates and selects talent across the statesupporting hiring managers and leadership in building a strong compliant and diverse workforce.
The position focuses on department-wide recruitment efforts structured selection processes and student employment programs. You will partner closely with appointing authorities to support hiring needs provide guidance on selection materials and interview practices and ensure all recruitment and selection activities align with State Civil Service rules and DOTD policies.
This role is ideal for someone who enjoys advising others improving hiring processes analyzing workforce data and ensuring fairness and consistency in employment decisionswhile exercising independent judgment and contributing to continuous improvement across HR programs.

Job Duties:
The job duties and responsibilities may vary depending on the level at which the incumbent is hired. The job duties and responsibilities listed below are for the Human Resources Specialist position and represent the duties and responsibilities that the incumbent will be expected to fulfill at the end of the training series.
Administers and supports department-wide recruitment efforts including targeted strategies for hard-to-fill and specialized positions to meet DOTDs short- and long-term staffing needs.
Serves as a subject matter resource to hiring managers by providing guidance on recruitment strategies applicant qualifications and Civil Service examining and selection requirements.
Manages and oversees structured selection processes including reviewing and advising on interview questions selection matrices ranking criteria and supporting documentation to ensure defensible hiring decisions.
Conducts reviews of selection materials and practices identifies areas of risk or noncompliance and provides recommendations to improve consistency and reduce grievance exposure.
Coordinates and delivers the Departments Selecting the Best training and provides individualized coaching to supervisors managers and appointing authorities on proper selection practices.
Administers DOTDs student employment programs including recruitment placement compliance monitoring and program evaluation in accordance with Civil Service guidelines.
Processes and reviews staffing-related transactions in LaGov HCM and related systems ensuring accuracy compliance and timely resolution of discrepancies.
Generates and analyzes recruitment selection and staffing data to evaluate program effectiveness and recommend continuous improvements.

Career Progression: This position may be filled as a Human Resources Analyst B Human Resources Analyst C or Human Resources Specialist. The level at which the vacancy is filled will be determined by the qualifications of the candidate selected.
Compensation:
This position has Special Entrance Rates.
Human Resources Analyst B $1491.20 biweekly
Human Resources Analyst C $1648.00 biweekly
Human Resources Specialist $1821.60 biweekly
