Positions in this job family are assigned responsibilities involving identifying developing analyzing evaluating and/or improving the effectiveness of processes systems policies procedures manpower utilization functions of management equipment etc. for the agency. Incumbents will gather analyze and evaluate information regarding the agency to make appropriate recommendations about strategic decisions business goals and other planned changes and implementation addition employees may work to ensure stakeholders understand the change initiatives and are prepared to adopt new processes systems support structures etc.
The functions performed in this job family will vary by level unit and organization but may include the following:
Analyzes and evaluates agency structure procedures methods and equipment; recommends improvements and changes as necessary to standardize and/or improve operations; creates develops and maintains an initiative plan for meeting strategic goals.
Develops and maintains planning procedures for manpower utilization in departments across agency; assist managerial staff with creating and maintaining a uniform and effective workforce operation.
Develops methods to determine equipment and material requirements to accomplish agency programs; makes recommendations pertaining to equipment improvements technology architecture software applications and/or systems development.
Analyzes and evaluates proposed agency changes; completes feasibility studies risk assessments optimization strategies etc. before making recommendations to agency leadership.
Develops and applies structured methodology whereby agency productivity and efficiency can be measured against reasonable standards; establishes methods whereby specific requirements can be determined; uses established standards to determine manpower equipment and material requirements.
Gathers understands and visualizes data; develops strategies; designs and implements dashboards and reporting tools; facilitates data-driven decisions; and applies predictive modeling and statistical analysis techniques to forecast trends using Business Intelligence (BI) platforms.
Creates and implements change management strategies and plans that maximize employee adoption and usage and minimize resistance; gather change requirements; maintain communication with change stakeholders during the process to ensure successful change implementation.
Maintains communication with operations experts; works with the financial section to analyze expenditures in comparison with budget to determine if expenditures align with budgetary and strategic goals.
Reviews proposed organizational or functional changes involving the establishment discontinuance consolidation transfer or regrouping of sections or subdivisions; determines the effect on existing organizational and management policies and practices; directs further analysis and evaluation; makes appropriate recommendations and provides guidance in implementing approved changes.
Levels are distinguished based on the complexity of assigned duties the level of expertise required for completion of work assignments and the responsibility assigned for the supervision of others.
This is the entry level of this job family where employees are assigned responsibilities related to the analysis of functions procedures systems policies etc. within an organization. Incumbents will assist in the transformation of complex data into actionable insights contribute to the development of visualizations data mining and aid in the implementation of the change.
Knowledge Skills and Abilities required at this level include knowledge of organizational functions methods and techniques; basic principles of public and business administration; basic knowledge and application of analytics or analysis; governmental procedure organization and operation; the change process and change management principles methodologies and tools; business intelligence (BI) platforms project management approaches tools and phases of project lifecycles.
Skill is required to apply critical thinking and problem solving to problems and/or data; collaborate with internal and external partners; analyze information and data or obtain the information through analytics to make an informed and data-driven decision.
Ability is required to analyze and solve complex and difficult problems of the organization and business processes and management; plan and organize management and occupational research projects; create presentation materials and present technical material in a clear and concise manner both orally and in writing; and to analyze the relationship of cost to benefit for change initiatives projects and programs.
Education and Experience requirements at this level consist of a bachelors degree and one (1) year of level experience in business or public administration data science data analysis or similar experience; or an equivalent combination of education and experience substituting one (1) year of experience for each year of the required degree.
SQL ability to write basic moderate queries including joins for data extraction and analysis and understand and use pre-made advanced queries.
Some agencies may require experience working with Business Intelligence platforms software applications data mining or visualizations.
Some agencies may require experience in a specific Business Intelligence platform (e.g. Microsoft Power BI Tableu or Qlik).
Position is located in the Executive Division at DRS State Office in Oklahoma City.
Essential Functions: Position assist the Information Systems Applications Specialist III and the Program Standards Supervisor (APO III) with the extraction of data from the AWARE case management system using SQL for the purpose of research evaluation federal and state reporting and data sharing required by MOUs. Provides technical assistance to VR/SBVI staff who use the AWARE system and to assist with staff training related to technical processes in AWARE. Assists with evaluation and survey research including preparing a mass survey mailing yearly meticulous data entry and conducting basic statistical analysis frequencies mean median and mode to meet the required evaluation requirements for DRSs various programs. Assist with the management of SharePoint pages used to host data reports for staff and to assist with weekly processes for medical/pharmacy billing including attending meetings. Assist in the maintenance of Power BI reports used by staff and leadership for ongoing evaluation of efforts.
Applicant must be willing to perform all job-related travel.

Understanding of privacy laws and the appropriate steps to secure data. Ability to effectively communicate technical issues to non-tech staff and assist non-tech staff with training. Ability to work in a team and independently to ensure completion of agency goals. Must be willing to perform other technical and research duties as assigned.
Preferred Qualifications: Moderate Excel skills Basic Statistics (frequencies mean median mode range) Research Methods Power BI Power Query SharePoint SPSS AWARE knowledge.
