CPC seeks a Full-time Human Resources Manager to join the HR team to provide exceptional HR services to over 700 active staff members and to support the day-to-day HR operations of the organization implementation of HR programs and special projects. The Human Resources Manager also acts as the HR partner to supervisors of assigned programs and provides advisory to help manage staff performance and relations ensures regulatory compliance supports the communication and enforcement of CPC policies and procedures and fosters a people-centric organizational culture. The Human Resources Manager reports to the Director of Human Resources. This position requires occasional travel to other CPC sites within the 5 boroughs as needed.
ESSENTIAL RESPONSIBILITIES
- Recruitment:
- Regularly meet with supervisors and/or program directors to ensure recruitment needs are met and to anticipate demands and requirements
- Utilize various channels including job boards social media professional networks job fairs and employee referrals to proactively source and attract qualified candidates
- Assist hiring managers in creating job descriptions defining selection criteria and screening qualified candidates by reviewing and evaluating applications
- Act as liaison between candidates and hiring managers and provide guidance support and timely communication throughout the interview and hiring process to provide positive candidate experience
- Onboarding & Offboarding:
- Contribute to the development of a robust onboarding and orientation process to help ensure a positive and engaging new hire experience
- Ensure that the established onboarding process is followed the new hire paperwork verified training completed security clearance and reference check completed and that the new hire profile is set up accurately in Paycom
- Prepare separation documents set up separation meetings and conduct exit interviews for offboarding; alert Director of HR and/or Head of HR about any potential issues identified during the offboarding process
- Benefits Administration:
- Administer benefits enrollment change and termination of CPC offered benefits including but not limited to medical insurance based on qualifying events and support CPCs annual open enrollment process
- Answer routine benefit questions from staff members trouble shoot benefit issues and escalate issues and requests to Director of HR as necessary
- Communicate with outside agencies insurance carriers and vendors regarding benefits related issues and/or requests regulatory updates technical and customer support
- Manage application/claims for such benefits as STD PFL FMLA Workers Compensation insurance and reasonable accommodation requests
- Compliance:
- Ensure compliance with applicable employment laws and regulations by enforcing CPCs policies consistently across the board and by providing relevant training to staff and supervisors
- Conduct internal HR audits to ensure compliance and proper record keeping
- Stay abreast of applicable regulatory changes and updates industry/labor market trends and best practices to help update internal policies and procedures
- Professional Development Programs:
- Support CPCs Strategic Plan by contributing to the development of CPCs professional development program through CPC Academy
- Prepare and give presentations on assigned topics as a subject-matter expert
- Support CPCs annual performance management processes and coordinate supervisors/managers performance evaluation training
- Manage the annual mandatory trainings such as the Anti-Sexual Harassment training for all staff
- Employee Relations:
- Take a proactive approach to understanding and assessing programs and staff needs and concerns through regular interactions with supervisors and staff
- Escalate employee relations issues to Director of HR and participate in resolution efforts and investigation as appropriate
- Help maintain a positive work environment by promoting open communication and supporting organization-wide staff engagement initiatives events and gatherings
- Prepare monthly HR newsletter to help disseminate HR related information and announcements
- Special HR Projects & Other Duties:
- Manage assigned special HR projects from planning to completion
- Contribute as a core team member on HR process improvement initiatives
- Support a variety of different initiatives and perform tasks assigned by the supervisor as needed
QualificationsEducation and Experience:
- Bachelors degree plus 4 years of progressive hands-on HR experience (or 6 years of progressive hands-on HR experience without a Bachelors degree)
Skills and Competencies:
- Comprehensive understanding and knowledge of federal NYS and NYC employment laws and guidelines as well as human resource management concepts and best practices
- Impeccable attention to details and demonstrated critical thinking skills organization skills consultative coaching and mediation skills
- Excellent oral and written communication skills and the ability to interact with people of different levels professionally
- Ability to take initiative anticipate work needs follow through successfully handle and prioritize multiple competing assignments and to effectively manage deadlines
- Possession of a high level of ethical conduct and ability to maintain confidentiality of sensitive information and materials
- Proficiency in utilizing applications such as MS Office Suite and ability to learn other routine applications essential to this position
- Ability to work independently as well as effectively as a team member
- Strong interest in CPCs mission and services
- Knowledge of Paycom and/or experience utilizing an HRIS a plus
- Fluency in Spanish or Chinese (Mandarin and/or Cantonese) a plus
- HR certification (SHRM-CP or PHR) a plus but not required
