Description of Work

The NC State Highway Patrol (NCSHP) is seeking an enthusiastic team member to join our team as the Engineering Director!

The Engineering Director supports management and oversight of all department activities including construction maintenance operations and project development. Position involves translating organizational strategy into actionable engineering projects. Position will work with Department of Public Safety (DPS) Central Engineering resources with on-going projects that NCSHP was awarded while under NCDPS and manage all future NCSHP construction and R&R projects.

Management Prefers:

  • Demonstrated Knowledge of civil engineering principles and practices.

  • Demonstrated knowledge of state and federal laws and regulations; and federal and state funding sources and the restrictions on their use.

  • Demonstrated knowledge of environmental assessment procedures environmental impact analysis and various environmental permitting documents and the State of North Carolinas preconstruction/project development process.

  • Demonstrated knowledge of organizational structures and ability to access business needs/objectives budget planning and legal/public relations considerations.

Key Responsibilities include but are not limited to:

  • Serve as the lead manager for the entire capital improvements program for the Department and key liaison between the engineering department and other law enforcement and public safety divisions.

  • Develop and implement the long-term engineering and maintenance strategy for a portfolio of properties including new construction and critical facility upgrades.

  • Ensure all projects adhere to state and federal laws building codes and regulations specific to law enforcement facilities.

  • Oversee the full cycle lifecycle of capital and R&R projects from initial planning and design to construction final inspection and commissioning.

  • Evaluate the structural integrity of existing buildings and other assets to determine the scope and necessity of R&R projects.

  • Supervise and mentor engineering and project management staff delegating responsibilities prioritizing work and ensuring project milestones are met.

  • Manage contracts with external architects engineers constructions firms and other vendors as well as coordinating with regulatory agencies.

Position/Physical Requirements:

  • Typical work schedule: Monday-Friday; 8:00am-5:00pm

Minimum Education and Experience

Bachelors degree in engineering from an appropriately accredited institution and a minimum of five years progressive engineering experience including two years of supervisory experience;

OR

an equivalent combination of education and experience.

Necessary Special Qualifications May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.

May require certification as a Project Management Professional (PMP) from the Project Management Institute.

Veterans and National Guard Preference

Applicants seeking Veterans Preference must attach a DD Form 214 Certificate of Release or Discharge from Active Duty along with the state application.

Applicants seeking National Guard Preference must attach an NGB 23A (RPAS) along with the state application if they are a current member of the NC National Guard in good standing.

Applicants who are former member of either the NC Army National Guard or the NC Air National Guard with honorable discharge and six years of creditable service must attach a copy of the DD 256 or NGB 22 along with the state application.
