SUMMARY
Under the supervision of the Chief Deputy Director Health Quality and Emergency Response at the California Department of Public health (CDPH) the Senior Medical Officer and Interoperability Specialist will join the Public Health Network Innovation Exchange (PHNIX) team to help design develop and implement modernized approaches for the sharing of clinical information between California health care providers and public health.
- Information infrastructure: Improve systems to detect trends investigate issues
and protect privacy.
- Technology development: Focus on artificial intelligence informationinfrastructure and design for multi-state and global health partnerships withprivate and academic sectors
- Funding frameworks: Propose design for multi-state and global health partnerships with private and academic sectors to secure sustainable fundingand tools for public health
The Senior Medical Officer and Interoperability Specialist will be part of a multi-disciplinary team and add California-based expertise/experience in digital health public and private health care delivery systems clinical informatics and population health. The expectation is that the position will focus on data infrastructure interoperability and systems that support frontline clinical and public health workflows.
The Senior Medical Officer and Interoperability Specialist should have executive health care leadership experience and bring the ability to interact and collaborate with a broad range of partners including: State and local health jurisdiction public health leaders health care delivery systems (executive clinical and IT leaders) technologists (from enterprise vendors to startup developers) data interoperability experts (clinical informaticists terminologists and standard developers) and potential funding partners (from private investors to philanthropic organizations).

ESSENTIAL FUNCTIONS
- Advises CDPH leadership on digital health strategy that supports data interoperability and exchange across state local health jurisdictions and healthcare partners.
- Supports CDPHs data modernization efforts which include architecture governance and phased modernization of public health information systems.
- Stays current on national digital standards and California State policy and innovation priorities.
- Ensures clinical and public health relevance of digital tools emphasizing usability data quality and actionable insights for surveillance prevention and response.
- Provides guidance on regulatory alignment and protection of privacy and security in support of sharing clinical information to address public health goals.
- Assists in the design piloting and implementation of scalable products supporting real-time electronic data sharing with public health.
- Aligns California/CDPH approach with national interoperability efforts including the federal Center for Medicare and Medicaids (CMS) Interoperability Framework/Aligned Network and the Assistant Secty for Technology/Office of the National Coordinator for Health IT (ASTP)s Trusted Exchange Framework and Common Agreement (TEFCA) program.
- Assists with cross-sector stakeholder engagement.
- Perform other duties as directed by the Leadership.
JOB QUALIFICATIONS
- Doctor of Medicine Active California medical license required.
- Demonstrated ability to effectively communicate orally and in writing with public health healthcare professionals technical IT teams product managers and external partners.
- Knowledge and experience in the use of data interoperability standards including the use of FHIR (Fast Healthcare Interoperability Resources).
- Knowledge and understanding of Californias complex health care delivery system their IT vendor ecosystem and federal and state digital data sharing requirements.
- Ability to prioritize and manage multiple tasks and work independently.
- Demonstrate reliability and integrity.
- Fluency in spoken and written English required.

- Experience working in and/or advising technology start-up organizations preferred.
- Experience in the development and deployment of health data systems preferred.
- Excellent written and oral communication skills.
