General Position Summary
Supervises Juvenile Department Behavioral Rehabilitation Services Program (BRS). Supervises duties of BRS program staff. With Director coordinates with the Oregon Youth Authority (OYA) and Oregon Department of Human Services (DHS) for BRS program intake licensing contracting standards oversight and performance. Coordinates partnerships with community agencies that provide services to the BRS program. Must pass a DHS background check and drug screen to be eligible for employment.
Essential Functions
The following may not be all inclusive and other duties may be assigned.
Supervises BRS program Klamath Crimson Rose (KCR) a residential rehabilitation program housed in the Klamath County juvenile facility.
Supervises duties of BRS program staff with authority over recruitment evaluation retention discipline and discharge of staff in the KCR program.
Responsible for training KCR staff. Monitors training system for staff compliance with training standards.
Coordinates with juvenile department medical staff to provide oversight of medication management and medical issues involving KCR clients. Evaluates staff compliance with standards prescribed by medical staff and providers.
Coordinates with OYA for BRS program compliance with contract standards and practices. Cooperates with OYA and DHS inspection and compliance requests. Reviews new standards updates policies and communicates updates to staff. Trains staff on new standards.
Coordinates BRS program intake of OYA clients. Cooperates with OYA Juvenile Parole and Probation Officers (JPPOs) to process BRS program client referrals for services. Maintains close contact with OYA JPPOs regarding issues presented by client placement. Reports on client progress to JPPOs.
Maintains OYA and DHS/OHA licensing of BRS program. With director and staff works to uphold licensing standards. Upholds rights of clients and requires staff to uphold rights of clients.
Transports BRS program clients to and from institutions court hearings residential programs and medical appointments as necessary. Cooperates with OYA on transports.
Supervises (with Director) employee discipline and performance evaluation of KCR program staff.
Coordinates staff meetings for KCR staff. Coordinates training of KCR staff. Promotes professionalism and teamwork in KCR program and juvenile facility staff.
Coordinates response (with Director) into allegations regarding the KCR program clients and staff. Cooperates with state agency requests for information about contract and licensing issues.
Coordinates food services affecting KCR program and staff. Approves menus following dietary guidelines. Coordinates purchasing of supplies materials and services providing KCR program food services. Supervises staff involved in food provisioning preparation and cleaning of food preparation and storage areas.
Formulates maintains and updates the internal policies and procedures with regard to the KCR program following relevant federal state and county regulations.
Coordinates partnerships with community agencies and service providers to develop and maintain services for the KCR program.
Coordinates KCR program budgetary processes (under guidance of Finance Manager and Director) affecting KCR program revenue and expenditures. Recommends staffing patterns consistent with regulations budget and contract specifications. Reviews budget with Director and Finance Manager on a quarterly basis.
Supervisory Responsibilities
This job has supervisory responsibilities for juvenile staff and clients of the BRS program (KCR).

Education Certification & Experience
Bachelors degree in social sciences business management or related fields and two years experience in juvenile program operations or other youth services at least two years supervisory or management experience.

Ability to write speeches and articles using original or innovative techniques or style. Ability to calculate figures and amounts such as discounts interest commissions proportions percentages area circumference and volume. Ability to apply concepts of basic algebra and geometry.
Reasoning Ability
Ability to define problems collect data establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Computer Skills
To perform this job successfully an individual should have knowledge of JJIS Database software; Excel Spreadsheet software and Word Processing software.
