Or perhaps you are interested but think you dont have enough experience to qualify. Still take a look because you may qualify for an approved in-training plan at the Fiscal Analyst 1 level.

Youll join a friendly team that collaborates on revenue collection accounts payable and receivable inventory management customer service and much more. As a smaller agency we offer unique opportunities to learn about various aspects of statewide accounting.


This position is based in our Lacey Headquarters office and will require in-person attendance M-F until after you have completed a training period at which time you may qualify for a hybrid telework/in-office schedule. You must reside within commuting distance of our Lacey office for in-person workdays.

The Washington State Gambling Commission is a state-accredited limited-jurisdiction law enforcement agency dedicated to protecting the public by ensuring that gambling is legal and honest. We are the only statewide agency responsible for the oversight of gambling activities such as pull-tabs card rooms nonprofit raffles and bingo. We also maintain cooperative regulatory partnerships with tribes in Washington State.

Duties

About the opportunity
As the Payroll Specialist you will act as the agencys expert in payroll and benefits delivering outstanding support to agency employees and guaranteeing that all payroll processes comply with state and federal laws. Youll also make sure employees receive their pay on time and without addition you will manage the agencys assets keeping records accurate and handling asset disposal in line with state regulations.


Some of what you will do:

  • Process monitor and analyze the payroll functions to ensure all tasks comply with relevant regulations.
  • Review and process refund requests confirming each request is both complete and accurate.
  • Serve as the agencys asset management officer and fleet management officer.
  • Act as the units records coordinator.
  • Welcome and assist customers help with opening sorting and distributing the agencys incoming mail and perform other job-related duties as needed.

Qualifications

Required Education and Experience

To qualify for Fiscal Analyst 2 (Range 49: $4428 - $5956 per month) candidates must meet one of the two following options:
Option One

  • Three (3) quarter or two (2) semester college courses (200 series or higher) in accounting auditing payroll or public administration AND
  • Intermediate-level** payroll or accounting-related experience including tasks like accounting/payroll adjustments and records maintenance analyzing and interpreting reports assisting senior accounting/payroll professionals payroll system transaction analysis and research applying financial management principles and preparing adjusting entries.

Option Two

  • Advanced-level*** payroll or accounting-related experience including all intermediate-level duties plus fiscal year-end closing adjustment assistance applying financial management principles to payroll or accounting tasks and reconciling accounts or general ledgers.

To qualify for Fiscal Analyst 1 (Range 45: $4027 - $5398 per month) candidates must meet one of the two following options:
Option One

  • Three (3) quarter or two (2) semester college courses (200 series or higher) in accounting auditing payroll or public administrationAND

  • Entry-level* payroll or accounting experience including tasks like analyzing forms making payroll/accounting entries maintaining accounting/payroll records interpreting reports assisting accounting or payroll staff and data entry in financial/payroll systems.

Option Two

  • Intermediate-level** payroll or accounting-related experience including all entry-level duties as defined above plus applying financial management principles transaction analysis and research and preparing corrective entries.

In addition to qualifying at any level all applicants must possess

  • Basic Microsoft Word Excel and Outlook skills.
  • Ability to maintain regular punctual and reliable attendance.


Experience Levels

  • *Entry-level experience is typically gained through twelve (12) or more months of accounting or payroll-related experience but a specific number of months of experience is not required
  • **Intermediate-level experience is typically gained through twenty-four (24) or more months of accounting or payroll-related experience but a specific number of months of experience is not required
  • ***Advanced-level experience is typically gained through thirty-six (36) or more months of accounting or payroll-related experience but a specific number of months of experience is not required


Preferred/Desired Qualifications

Intermediate experience** with Washington state agency or Washington state higher education accounting and procedures including knowledge of and experience with:

  • Payroll processes and systems such as PAY1 and HRMS
  • Interpreting rules and regulations from third parties such as the IRS OFM DRS and HCA
  • Policies and laws such as the State Administrative and Accounting Manual (SAAM) RCW and WAC
  • Retirement plans administered through the Department of Retirement Systems (PERS PSERS etc.)
  • Benefits administered through the Washington State Health Care Authority
  • Explaining rules regulations policies and/or procedures to staff and managers
  • Reconciling account 035 general ledgers tax deposits medical premiums and retirement benefits
  • Preparing quarterly payroll reports such as 941s and L&I reports
  • Applications and systems such as Agency Financial Reporting System (AFRS) Financial Toolbox and Enterprise Reporting System.
